Pre-Qualification Criteria

Key Points:

  1. Objective:

    • To provide short-term residential skill training to 120 differently-abled persons (PwDs) in Assam for the fiscal year 2024-2025.
    • 80% placement of trained candidates is mandatory (70% wage employment and 30% self-employment).

  2. Training Partner Responsibilities:

    • Mobilize PwD candidates from across Assam.
    • Conduct training in identified job roles with certified trainers.
    • Ensure 80% placement post-training (within 15 days after completion of training and assessment).
    • Provide tracking of candidates for 3 months post-placement.

  3. Bid Submission:

    • Online tender submission is due by 27th September 2024.
    • The tender will be opened on 28th September 2024.
    • Estimated project value: ₹52.73 lakhs.
    • EMD (Earnest Money Deposit): ₹2.63 lakhs.

  4. Training Requirements:

    • Training centers must comply with Sector Skill Council norms for PwD job roles.
    • A stipend of ₹100 per day will be given to candidates with at least 80% attendance.
    • Training must be completed by December 2024.

  5. Selection Criteria:

    • Training providers will be evaluated based on experience, past projects, placement records, and technical presentation.
    • Minimum qualifying score is 80 out of 100.

  6. Other Conditions:

    • EMD refund policy, dispute resolution procedures, and performance guarantees are detailed.
    • The training provider is responsible for maintaining compliance with all guidelines.
