Scope of Work
The selected agency will be responsible for conducting Safety and Technical Competency Training for manpower deployed at HPCL CNG stations. The training will cover operational, technical, safety, emergency response and competency aspects related to City Gas Distribution.
The training will be provided for the following categories of manpower:
- Station In-charge
- Technical Shift Supervisor
- Driveway Salesmen / CNG Filler
- Traffic Controller
- Dispenser Technician
- Compressor Operators

Major Training Components
The STC training must cover the applicable safety, operational and statutory frameworks related to City Gas Distribution. The training content should include:
- OISD 179 and OISD 226
- PNGRB T4S regulations and amendments
- Gas Cylinder Rules, 2004 and Amendment 2018
- PNGRB ERDMP Regulations, 2010 and amendments
- CNG dispensing safety
- Compressor operation and safety precautions
- CNG cascade and dispenser safety
- Emergency shutdown systems
- Gas leak isolation and emergency response
- PPE usage, permit-to-work system and lockout/tagout
- Fire safety, live gas firefighting demonstration and mock exercises
- Accident reporting, first aid and disaster management
- Case studies from oil & gas and CGD operations
The vendor must arrange the training hall, projector, screen, writing pad, pen, training booklet, safety material, lunch, snacks, packaged water and required practical firefighting logistics. The training must be delivered through PowerPoint presentation in English/Bengali, and only verbal communication will not be accepted.
Deliverables
The selected bidder will be required to:
- Conduct STC training at the designated districts.
- Arrange trainer and workshop/helper support.
- Provide training booklets of approximately 20–30 pages to participants.
- Conduct assessment, feedback and evaluation on the same day.
- Submit attendance sheets duly signed by the trainer and HPCL GA Head.
- Issue STC cards to all successful trainees within two weeks after training completion.
- Provide token of participation and trophies as specified in the scope.
- Submit bills with supporting documents after completion of training activities.
Pre-Qualification Criteria
Financial Criteria
The bidder must have an average annual financial turnover of at least ₹3 lakh during the last three financial years ending 31 March 2026.
The bidder must submit:
- Audited balance sheets / financial statements for the last three completed financial years
- Income Tax Returns for the last three years
- Chartered Accountant certificate / undertaking confirming audited or certified turnover details
- CA contact details including mobile number, email and address
Other income will not be considered while calculating annual turnover.
Technical Experience Criteria
The bidder must have successfully completed similar work during the last seven years ending on the last day of the month previous to the tender invitation.
Minimum technical experience required:
- At least one similar completed work costing not less than ₹4 lakh.
- Similar work means experience in providing Safety and Technical Competency Training in India in any City Gas Distribution company notified by PNGRB.
- Work orders and completion certificates must be submitted for verification.
Trainer Qualification
The bidder should deploy qualified trainers and support staff as per the scope. The instructor should have BE/B.Tech or Diploma qualification in relevant fields such as Fire & Safety, HSE, Mechanical, Chemical or Electrical, along with relevant CGD experience. A workshop helper with Diploma/ITI background and CGD experience is also required.
Blacklisting / Debarment
The vendor must not be banned, blacklisted, delisted or holiday-listed by any government department, quasi-government agency, public sector undertaking or HPCL.

Submission Guidelines
Bidders must submit their techno-commercial and financial bids through the GeM portal. The bid is a two-packet bid, and bidders must upload all required technical, financial and eligibility documents.
The bidder must quote the total amount for each line item as a lump sum amount, inclusive of GST and other applicable charges as per government rules. The financial bid must include the required price breakup.
Bidders should carefully read the complete scope of work, PQC and special terms before submitting the bid. Any incomplete submission, missing PQC documents or non-compliance with eligibility requirements may lead to rejection of the bid.
Where EMD is applicable, the EMD instrument must be submitted in the prescribed format and manner, clearly mentioning the tender number, item description, due date/time and bidder name on the sealed cover.
