Legal Existence
|
The applicant organization must be legally registered and should have been in existence for at least the past 5 years.
|
|
Sector Experience
|
The organization should have minimum 3 years of relevant training experience in healthcare, allied health, nursing, caregiving, hospital operations, home-care, rehabilitation or similar sectors.
|
|
Net Worth
|
The organization should have positive net worth consecutively during the last 3 financial years.
|
|
Turnover Requirement
|
The average annual turnover for the last 3 financial years should be at least 100% of the total proposed project cost. The average annual turnover for the last three financial years ending March 2025 must be minimum ₹5 crore.
|
|
Performance Bank Guarantee
|
The Training Provider / PIA shall deposit a Performance Bank Guarantee equivalent to 5% of the total allocated project value.
|
|
Training Premises
|
The PIA must own or lease the training premises. In case of leased premises, the lease period should be minimum 1 year.
|
|
Infrastructure
|
The centre must have classrooms, laboratories, equipment, internet, CCTV, emergency exits, signage, and other facilities as per the approved job roles and training targets.
|
|
Subcontracting
|
Sub-contracting, sub-letting or franchisee-based delivery model is strictly prohibited.
|
|
Blacklisting Status
|
The entity must not be blacklisted or debarred by NSDC, MSDE, any State / UT Government, or any Central Ministry / Department.
|
|
Fraud / Malpractice
|
Any fraudulent activity, malpractice or violation of PMKVY / government scheme guidelines may lead to blacklisting and cancellation of targets.
|
|
OJT / Apprenticeship
|
Organizations providing relevant On-the-Job Training, apprenticeship exposure, hospital attachment, home-care exposure or employer-linked practical training shall be preferred.
|
|
International Placement
|
Institutions demonstrating proven international placement linkages shall be given additional preference.
|
2. Document Checklist
The applicant organization should upload the following documents:
- Certificate of Incorporation / Registration Certificate / Trust Deed / Society Registration / Section 8 Company Certificate, as applicable.
- Licenses / statutory approvals, if applicable.
- Organization PAN Card.
- GST Registration Certificate, if applicable.
- Audited financial statements for the last 3 financial years.
- CA certificate showing average annual turnover for the last 3 financial years ending March 2025.
- CA certificate confirming positive net worth for the last 3 financial years.
- Work orders / MoUs / agreements from Government Departments, NSDC, Sector Skill Councils, hospitals, healthcare institutions, home-care agencies or other relevant clients.
- Completion certificates / project closure reports from clients or partners.
- Details of past training experience in healthcare, allied health, nursing, caregiving, hospital operations, home-care or rehabilitation.
- Training centre ownership proof / lease agreement valid for at least 1 year.
- Infrastructure declaration for classrooms, laboratories, equipment, internet, CCTV and safety facilities.
- List of job-role-wise tools, equipment and lab facilities.
- Employer MoUs / placement tie-ups / OJT partner letters.
- Apprenticeship / On-the-Job Training plan.
- International placement MoUs / linkages, if applicable.
- Self-declaration / undertaking on company letterhead regarding non-blacklisting and non-involvement in fraudulent activity.
- Past performance record / NSDC-MSDE confirmation, if applicable.
- Authorized signatory details and board resolution / authorization letter.
- Any other document required under the scheme / tender / portal.

Details of the Project
The proposed project aims to implement skill development training in the healthcare, allied health, nursing support, caregiving, hospital operations, home-care and rehabilitation sectors. The project will focus on preparing candidates for industry-relevant job roles through structured classroom training, practical lab sessions, soft skills, digital literacy, On-the-Job Training / apprenticeship exposure and placement linkage.
The project will be implemented through approved training centres having adequate classrooms, laboratories, equipment, internet connectivity, CCTV surveillance, safety provisions and qualified trainers. The training will be aligned with approved Qualification Packs / National Occupational Standards / scheme guidelines and will focus on employability, practical exposure and industry readiness.
The project will also establish linkages with hospitals, nursing homes, clinics, diagnostic centres, rehabilitation centres, elder-care facilities, home-care service providers and healthcare employers for OJT, placement and post-placement support.
5. Major Activities
The major activities under the project shall include:
- Mobilization of eligible candidates from the approved project locations.
- Candidate counselling, eligibility verification and registration.
- Batch creation and onboarding as per approved job roles and training targets.
- Delivery of classroom-based training, practical lab training and simulation-based learning.
- Soft skills, workplace readiness, communication skills, digital literacy and career counselling.
- Healthcare safety, hygiene, patient-care ethics and workplace behaviour orientation.
- On-the-Job Training / apprenticeship / employer exposure with hospitals, home-care agencies, rehabilitation centres or healthcare institutions.
- Continuous assessment, attendance monitoring and learning progress tracking.
- Third-party assessment and certification as per scheme norms.
- Placement facilitation through employer tie-ups, job fairs, interviews and placement drives.
- International placement facilitation, wherever proven linkages and candidate eligibility are available.
- Post-placement tracking, retention support and reporting.
- MIS updates, documentation, monitoring support and compliance reporting.
6. Details of Target Beneficiaries
The target beneficiaries of the project shall include eligible youth and job seekers interested in building careers in the healthcare, allied health, caregiving, home-care, hospital operations and rehabilitation sectors.
The project may benefit:
- Unemployed and underemployed youth.
- Candidates seeking entry-level employment in healthcare and caregiving services.
- Candidates interested in hospital support services, home-care support, patient assistance and rehabilitation support roles.
- Women candidates seeking livelihood opportunities in caregiving and healthcare support roles.
- Rural and urban candidates who meet the eligibility norms of the applicable scheme.
- Candidates seeking domestic or international placement opportunities, subject to eligibility, documentation and employer requirements.
Final beneficiary selection shall be done as per scheme guidelines, eligibility criteria, counselling process and approved project targets.

The organization confirms that:
- The PIA owns / leases the training premises for at least 1 year.
- The classrooms and laboratories are available as per proposed job roles and training targets.
- Each classroom has adequate seating capacity for candidates.
- Tools, equipment, consumables and lab facilities are available as per approved job-role requirements.
- The number of proposed job roles at the centre is supported by adequate infrastructure.
- Internet connectivity is available and functional at the training centre.
- CCTV surveillance is installed and operational across required areas.
- Lift facility is available if the training centre is located above the 3rd floor.
- Emergency exits and directional signage are clearly marked on each floor.
- All facilities shall remain accessible, safe and functional throughout the training duration.
- The organization shall not use any sub-contracting, sub-letting or franchisee model for project implementation.
