Scope of Work

The selected Project Implementation Agency will be responsible for end-to-end implementation of Shiksha-Setu and related digital education modules. The scope includes the following:

1. Virtual Labs

The agency will provide simulated practical lab environments with more than 500 experiments, STEM practical experiments, science and technology subject modules, remote lab accessibility and faculty lab monitoring tools.

2. 3D Scholar Platform

The platform will include interactive 3D learning content, STEM concept visualization, VR-supported educational content, subject-wise immersive learning and practical concept reinforcement.

3. AI-Based Teacher

The AI-based teacher module will provide AI-driven tutoring assistance, personalized student support, intelligent doubt resolution, smart academic guidance, student engagement monitoring, digital answer sheet archival and re-evaluation audit support.

4. Integration with Government Portal

The selected bidder must ensure seamless integration with the Government of Goa Sugam Portal. This includes single sign-on for students, faculty and administrators, API integration, secure data exchange, unified user experience and student data synchronization.

5. Data Migration

The agency will be responsible for legacy student data migration, faculty database migration, institutional record digitization, examination data migration, secure archival of answer scripts and interoperability with existing systems.

6. Training and Capacity Building

Training will be provided for faculty, administrative teams, students and institutional-level digital champions. Training areas include LMS usage, Virtual Labs, AI Teacher, AI evaluation tools, ERP workflows, governance dashboards, reporting and platform onboarding.

7. Technical Requirements

The platform must support cloud-hosted deployment on ITI Cloud, 99.9% uptime, disaster recovery, secondary DR site, daily backups, AES-256 encryption, SSL/TLS security, role-based access control, multi-factor authentication, DPDP Act 2023 compliance, open API architecture and future scalability.

8. Operations and Maintenance

The bidder must provide 24x7 helpdesk support, L1 / L2 / L3 support, minimum 5 years AMC, patch management, version upgrades, performance optimization and SLA-based support commitments.

The selected bidder will be required to submit the following deliverables:

Eligibility Criteria

Bidders must meet the following eligibility requirements:

1. The bidder should be registered under the Companies Act, Partnership Act, LLP Act, Proprietorship structure or applicable legal structure and must have at least 3 years of operations in India as on the bid submission date.
2. The bidder must not be blacklisted or debarred by any Central Government, State Government, PSU, autonomous institution, university, government-affiliated college or government-affiliated school in India.
3. Experience claimed under eligibility criteria must be from India. Experience outside India will not be considered.
4. The bidder must hold valid ISO 9001:2008 or latest certification and CMMi Level 3 / 5 certification.
5. The bidder should have an average annual turnover of at least ₹1.5 crore during the last three audited financial years.
6. The bidder must have positive net worth in the last three financial years.
7. The bidder should have a project office in Goa. If not already available, the selected bidder must submit an undertaking to establish a project office within one month from award of contract.
8. The bidder must have at least 5 years of experience in AI-enabled education solutions, virtual lab solutions, 3D scholar platform, data migration, AI-based teacher systems, training and capacity building, operations and maintenance, and integration with government education portals.
9. The bidder should have successfully provided software solutions with at least 10,000 3D images within a 3D content platform and 500+ simulation experiments with explainer videos in Physics, Chemistry and Maths.
10. The bidder must demonstrate technical capability through successful delivery and deployment of at least one project with 240 licenses, or two projects with 180 licenses each, or three projects with 120 licenses each during the last five years in a Central Government, State Government, PSU or autonomous institution.

Financial Criteria

The bidder must satisfy the following financial requirements:

Tender Fee and EMD

The EMD is mandatory. The document states that no bidder is exempted from deposit of EMD, irrespective of status. Bids submitted without EMD may be rejected.

Submission Guidelines

Bids must be submitted online through the ITI e-Wizard e-Tendering portal only. The bid should include technical and financial/commercial submissions as per the prescribed format.

The financial bid must be submitted strictly in the format provided in the EOI. Any financial quote submitted outside the designated format or place may lead to rejection.

If EMD is submitted through Bank Guarantee, the scanned copy must be uploaded online and the original Bank Guarantee must be submitted to the designated authority before the bid closing date.

Financial Bid Evaluation

The bidder must quote the project value and ITI margin as per the prescribed commercial bid format.

The evaluation will be based on the “D” value, where:

D = Overall Quoted Price of the Bidder to ITI = A - C

The bidder with the lowest “D” value will be considered L1. In case of a tie, the bid with the higher ITI margin percentage will be selected.
