Scope of Work

The selected training partner agencies/institutes shall provide training, research, consultancy, capacity building and allied professional services through COEP Technological University for Government Departments, Offices, Local Bodies, Public Sector Undertakings and other organizations.

The broad scope includes:

  1. Conducting training programmes, workshops, seminars, orientation programmes, refresher courses and capacity-building activities.
  2. Preparing training modules, study material, manuals, presentations, digital content and related documentation.
  3. Undertaking research studies, surveys, data collection, policy analysis, impact assessment, feasibility studies, benchmarking studies and evaluation assignments.
  4. Providing management consultancy and advisory services in governance, administration, finance, planning, project management, monitoring and implementation support.
  5. Deploying qualified trainers, subject matter experts, consultants, researchers, coordinators and support personnel.
  6. Organizing online, offline and hybrid training programmes with logistical, technical and administrative support.
  7. Submitting progress reports, training reports, assessment reports, utilization details, feedback analysis and final project reports.
  8. Coordinating with COEP University, Government Departments and other stakeholders.
  9. Ensuring compliance with Government Resolutions, statutory provisions, confidentiality requirements and quality standards.
  10. Managing assignment-related logistics such as accommodation, food, stationery, training material and other arrangements, subject to prior approval of the University.

The empanelment may cover a wide range of training programmes, including:

  2. Recognition of Prior Learning (RPL) Programmes
  3. NSQF-Aligned Training Courses
  4. Sector Skill Council (SSC) Training Courses
  5. NSDC-Affiliated Training Courses
  6. DGCA-Approved Training Courses
  7. Vocational Training Courses
  8. Industry-Oriented Skill Development Programmes
  9. Employment-Linked Skill Training Programmes
  10. Entrepreneurship Development Programmes
  11. Soft Skills and Personality Development Training
  12. Communication Skills and Interview Preparation
  13. Workplace Ethics and Professionalism Training
  14. Leadership and Team Building Training
  15. Spoken English and Grooming Training
  16. Digital Literacy and Computer Training
  17. Futuristic Technology Training

Bidders are required to submit a separate list of training programmes, sectors and skill areas where they possess expertise, infrastructure and resource persons.

Bidder should not be blacklisted or debarred by any Government Department, PSU or Autonomous Institution

Pune Office Requirement

Bidder must have an office in Pune, Maharashtra for a minimum period of one year

Financial Criteria

The tender is primarily for empanelment and only the Technical Bid is invited at this stage. No commercial or financial bid is required during the initial empanelment stage. After receiving specific work assignments from Government Departments or concerned authorities, COEP Technological University may invite empanelled agencies to submit assignment-specific financial proposals.

Submission Guidelines

  1. The tender will be submitted through the Maharashtra e-Tendering Portal.
  2. The complete bidding process is online.
  3. Bidders must submit documents in one envelope, containing Technical Documents and Annexures.
  4. Only the Technical Bid is required at the empanelment stage.
  5. No commercial price or financial details should be included in the technical bid.
  6. All documents should be uploaded in PDF format as per the prescribed tender requirements.
  7. Bids may be rejected if scanned copies or mandatory supporting documents are not submitted.
  8. Bids must be submitted in English.
  9. The bidder may resubmit the bid before the submission deadline; the last submitted bid will be considered.
  10. Bids can be withdrawn before the submission deadline, but withdrawal after the deadline and during bid validity may lead to forfeiture of bid security.
  11. Pre-bid queries must be submitted in the prescribed format before the deadline to the Registrar, COEP Technological University, Pune.

Evaluation Process

The evaluation process will include:

  1. Preliminary examination of bid completeness and responsiveness
  2. Verification of eligibility and statutory documents
  3. Pre-qualification evaluation
  4. Technical evaluation based on experience, capability, infrastructure and expert availability
  5. Presentation or interaction, if required
  6. Document verification, including work orders, completion certificates and credentials
  7. Empanelment of technically qualified and approved agencies

Empanelment does not guarantee allocation of work. Assignments will be awarded based on project requirements, domain expertise, performance, availability and approval of the competent authority.

Technical Evaluation Highlights

The technical evaluation will be conducted for bidders satisfying eligibility and preliminary scrutiny requirements. The evaluation includes marks for:

  1. Government training-related work orders during the last 3 years
  2. Experience in conducting training programmes, research studies, consultancy and capacity-building assignments
  3. Experience with Government Departments, PSUs, Autonomous Bodies, Skill Councils, Educational Institutions or reputed organizations
  4. Number of candidates trained in the last 5 years
  5. Availability of trainers, consultants, researchers and subject matter experts
  6. Pune head office / office presence
  7. Number of candidates trained and provided employment under employability-linked programmes

Only bidders securing the minimum required marks in Part A may be considered for presentation or interaction under Part B.

Important Consultant Note

This tender is suitable for training agencies, skill development organizations, institutes, consultancy firms, vocational training providers and capacity-building agencies with proven Government-sector experience. Since COEP is creating a panel and not awarding a fixed-value work order at this stage, agencies should treat this as a strategic empanelment opportunity. Actual work allocation, financial proposal and payment terms may be decided later based on specific Government assignments.
