Scope of Work

The scope of work includes conducting Safety and Technical Competency Training for contract employees working in Project and O&M activities under GAIL Gas, Bengaluru GA. The services are focused on building safety awareness, technical competence, emergency response capability, and practical understanding of City Gas Distribution operations.

The training agency will be required to conduct training for the following target groups:

PNG STC Training

Training for skilled staff of GAIL Gas PNG O&M and project activities, including plumbers, technicians, supervisors, third-party inspectors, and project contractor personnel. The programme is expected to include theory and practical sessions.

CNG STC Training

Training for contractual manpower working at GAIL Gas CNG stations, COCO/DODO/RO facilities, CNG handling operations, O&M technicians, operators, and related personnel.

The ideal batch size for the training programme is expected to be 25 to 35 participants per batch. Training will include trainer-led theory sessions, case studies, animations, videos, practical sessions, live demonstrations, and distribution of training material.

The frequency of training may vary as per the requirement of GAIL Gas.

Training Content and Methodology

The training agency must prepare tailor-made training modules covering statutory and operational safety requirements. The modules are expected to cover applicable safety standards and regulatory references such as OISD-ERDMP regulations, OISD-179, GCR 2016, OISD-105, and other relevant safety requirements.

The training content should include:

  1. Fire and safety awareness
  2. Gas fundamentals and natural gas properties
  3. Emergency response and disaster management
  4. Safety work permit system
  5. PPE usage and workplace safety practices
  6. Excavation, trenching, confined space, and pipeline construction safety
  7. CNG station safety and CNG dispenser safety
  8. Firefighting and practical emergency handling
  9. Safe handling of PNG, CNG, LNG, and CBG operations
  10. Role identification during emergency situations

The training material and presentation must be submitted to GAIL Gas for review and approval before conducting the training sessions.

Pre-Qualification / Technical Eligibility Criteria

The bidder must have executed work order(s) for conducting safety training for employees or support staff in any of the following sectors:

  • Hydrocarbon Industry
  • City Gas Distribution Industry
  • Oil & Gas Industry
  • Fertiliser Industry

The experience should be from any of the last seven years, counted from the bid due date.

Additional Notes on Experience

Running contracts may be considered if the executed value up to one day before the bid submission due date meets the required minimum value. The bidder must submit a satisfactory execution certificate issued by the end user, owner, or authorised consultant.

Work executed by the bidder for its own plant or project will not be considered as eligible experience. However, work executed for a subsidiary, fellow subsidiary, or holding company may be considered subject to supporting documents and tax-paid invoices certified by the statutory auditor.

Experience gained as a subcontractor may be accepted if supported by a certificate from the end user and other required documents.

Joint Venture or Consortium bids are not acceptable.

Submission Guidelines

Bids must be submitted only through the GeM portal. The tender has been issued as a Two Packet Bid and will be evaluated on a total value-wise basis.
