Scope of Work

The scope includes complete supply, installation, commissioning, training and integration of a 360° Horizontal Field of View Full Mission Bridge Simulator at Deendayal Port, Kandla.

The selected contractor will be responsible for delivering a fully functional simulator system, including required hardware, software, visual display system, bridge controls, instructor station, navigational instruments and integration support. The system is expected to support realistic maritime training through advanced vessel modelling, environmental simulation, radar/ECDIS integration, instructor monitoring and scenario-based training capability.

The work also includes professional cabling, networking, power distribution, commissioning, performance testing and operational readiness of the simulator. The contractor must provide instructor training / train-the-trainer support for 5 working days, along with documentation, manuals, licensed software and operational support.

As per the BOQ, the tender includes:

1. Supply, Installation, Commissioning, Training and Integration of 360° HFOV Full Mission Bridge Simulator – 1 No.
2. Comprehensive AMC with all required material and service – 5 years

Pre-Qualification Criteria

Bidders must meet the following pre-qualification requirements:

Financial Standing

The bidder must have an average annual financial turnover of at least ₹108.60 lakh over the past three financial years ending 31 March of the previous financial year. The turnover must be certified by a Chartered Accountant with UDIN, along with supporting documents for verification.

Experience Criteria

The bidder must have successfully completed similar work during the last seven years ending the last day of the month previous to the one in which applications are invited. The bidder must meet any one of the following:

Definition of Similar Work

Similar work means Design, Supply, Installation and Commissioning of Full Mission Ship Handling Simulator (FMSHS) featuring a minimum horizontal Field of View of 360 degrees, integrated with a mathematical model supporting at least 6 degrees of freedom (6DOF) for vessel dynamics.

Performance Requirement

The bidder must submit documentary proof of satisfactory performance from the owner/client to whom the simulator was supplied. If the work was executed for a private organisation, a TDS certificate issued by the private organisation must also be submitted.

Joint Venture

Joint Venture is not allowed for this tender.

Tender Fee and EMD

The tender document fee is ₹5,900 including GST and must be paid through online payment mode as specified in the tender document.

The EMD amount is ₹7,24,000. EMD can be submitted through digital mode, Insurance Surety Bond or Bank Guarantee issued in favour of the Board of Deendayal Port Authority by an eligible nationalised/scheduled bank, as per the tender format.

EMD and Tender Fee Exemption

Micro and Small Enterprises may be eligible for exemption from payment of tender fee and EMD only if they hold a valid certificate from an approved agency/organisation under the Ministry of Micro, Small and Medium Enterprises and the activity is related to the subject tender under NIC Sub-Class 26515: Manufacture of radar equipment, GPS devices, search, detection, navigation, aeronautical and nautical equipment.

Such bidders must upload the valid relevant certificate along with the Bid Securing Declaration Form in the technical bid. Bidders whose major activity is trading are not eligible for exemption as per the tender condition.

Submission Guidelines

Bidders must submit their bids through the online tender portal. The technical bid must include all qualification, financial, technical and compliance documents. The financial bid must include the BOQ / Schedule-B duly filled and digitally signed.

Bidders must ensure that price details are not disclosed in the technical bid. Any price disclosure in the technical bid may lead to rejection.

Hard copies of required documents, including tender fee, EMD and other supporting documents, must be submitted to the office of the Deputy Conservator, Deendayal Port Authority, within the timeline specified in the tender document.

Pre-bid queries must be submitted at least 24 hours before the pre-bid meeting through the permitted communication modes mentioned in the tender.
