Scope of Work
The selected agency will be responsible for conducting IEC and related solid waste management activities under Swachh Bharat Mission Urban and Municipal Solid Waste Management Rules, 2016. The broad scope includes:
- Public awareness activities on sanitation, cleanliness, waste segregation and responsible waste disposal.
- Door-to-door waste collection support from households and other identified areas.
- Promotion of source segregation of wet and dry waste.
- Awareness and implementation support for waste segregation in market areas.
- Community meetings, rallies, awareness camps and workshops on solid waste management.
- Dissemination of information among residents regarding separate disposal of wet and dry waste.
- Awareness on manure preparation from wet waste and recycling of dry waste.
- Motivation campaigns for use of eco-friendly bags and reduction of plastic bag usage.
- Technical training for Safai Karmacharis and operational staff of Municipal Council Junnardev.
- Preparation of route plans and maps for door-to-door waste collection vehicles.
- School-level awareness rallies, drawing competitions and community outreach activities.
- Coordination with Safai Karmacharis, drivers and municipal staff for proper implementation of activities.
- Technical support for compost disposal and waste processing at trenching ground.
- Reporting and documentation as per Garbage Free City, Swachh Survekshan and SBM Urban guidelines.
- Deployment of manpower for documentation, field preparation, online portal management and SBM-related activities.
Pre-Qualification Criteria
Bidders must meet the following pre-qualification requirements:
- The bidder should be a registered firm / agency.
- The agency should have experience in Municipal Solid Waste Management with Urban Local Bodies under Swachh Bharat Mission in Madhya Pradesh.
- The agency should have experience in IEC activities, public awareness work, door-to-door waste collection and source segregation.
- The bidder should not be blacklisted by any State Government, Union Government or government agency.
- The agency should have valid statutory registrations including PAN and GST.
- The bidder should have audited financial documents and ITRs for the required financial years.
- The bidder should be registered under MSME for solid waste management services, as required in the tender document.
Eligibility Criteria
The bidder should satisfy the following eligibility conditions:
- Minimum 10 years of experience in Municipal Solid Waste Management with ULBs under Swachh Bharat Mission in Madhya Pradesh.
- Experience in Solid Waste Management IEC activities and SBM-related public awareness work with door-to-door collection and source segregation in at least five ULBs.
- Experience in Municipal Solid Waste Management work in 3 Star / 5 Star ULBs, including three ULBs declared by MoHUA.
- Working experience in at least one SBM IEC project with project cost not less than ₹60 lakh.
- Experience in door-to-door waste collection and transportation work in at least one Municipal Council.
- Key personnel should have Water Plus Protocol qualification training from an authorized government institution.
- The bidder must have GST registration.
- The bidder must have PAN, registration certificate, audited reports and ITR documents.
- The bidder must have positive net worth in the last three financial years.
- Required certifications mentioned in the RFP include ISO 45001:2018, ISO 14001:2015, ISO 27001:2022, ISO 9001:2015, SA 8000:2014, WHO GMP and ISO/IEC 13273-1:2015.
Financial Criteria
The financial eligibility conditions include:
- Minimum average turnover of ₹1 crore in the last three financial years.
- Positive net worth in the last three financial years.
- Submission of three-year audit reports and ITRs.
- Submission of EMD / bid security as prescribed in the tender.
- Rates should be quoted in accordance with minimum wages and applicable labour requirements, including EPF and ESIC contributions where applicable.
- Financial bid must be submitted online only.
- The lowest evaluated financial proposal within the approved budget may be considered, subject to technical qualification and tender conditions.
Tender Fee and EMD
The tender document fee is ₹5,000. The EMD / earnest money amount is shown as ₹40,000 in the NIT / tender notice. However, one internal page of the RFP mentions bid security of ₹1.50 lakh. Therefore, bidders are advised to verify the final payable EMD amount on the MP Tenders portal before making payment.
EMD is to be paid online. The tender also requires bidders to include/upload relevant proof of EMD payment with the technical documents and submit physical documents as per the tender conditions.
Submission Guidelines
Bidders intending to participate must be enrolled / registered on the MP Tenders e-procurement portal. The tender submission process includes online bid submission and submission of physical documents to the Office of Municipal Council Junnardev.
The bid process includes:
- Online purchase / download of tender documents.
- Online payment of tender fee and portal charges, wherever applicable.
- Online submission of technical and financial bid documents.
- Upload of scanned copies of EMD, technical documents and qualification documents.
