Scope of Work

The scope of work includes leasing, development, operation and maintenance of Skill Development Institute buildings at Arilova, Visakhapatnam. The facility includes the Main Training Center, Administrative Block, Hostel and Canteen buildings.

The selected bidder shall undertake required development works at its own cost, including repair, modification, augmentation, finishing, fit-out, installation and associated works required to make the facility functional and suitable for use.

The bidder will also be responsible for operation and maintenance of the project facility, including civil, structural, electrical, HVAC, plumbing, irrigation, firefighting and other miscellaneous systems. Maintenance of roads, landscaping, security and other facilities within the boundary of the plot is also part of the responsibility.

The bidder must maintain the premises in good, safe and tenantable condition and ensure housekeeping, sanitation, hygiene, security, safety compliance, statutory compliance, utility payments and proper upkeep of all installed systems.

Pre-Qualification and Eligibility Criteria

Eligible bidders must meet the qualification requirements stated in the RFP. The bidder may be a proprietary company, private limited company or limited company registered in India under the Companies Act, 1956 / Companies Act, 2013 or applicable law, with a minimum of two years of existence.

Joint Venture participation is allowed with a maximum of two members. The bidder must not have a conflict of interest and must not be banned by any procuring entity of the State or Central Government.

The bidder must submit valid registration documents, GST certificate, PAN, litigation history declaration and suspension/non-performance declaration as required under the tender.

Technical Experience Criteria

The bidder must have at least two years of experience within the preceding ten years in leasing Government buildings, guest houses, sports complexes, private sector buildings, commercial, institutional, hospitality, residential complexes or comparable facilities.

The bidder must also have paid a minimum leasing fee of ₹80 lakh to an authority in any one financial year during the preceding ten years for operation and maintenance of relevant facilities.

In addition, the bidder must have satisfactorily completed at least one project in building construction or renovation with a contract value of not less than ₹1.50 crore during the last ten financial years.

Financial Criteria

The bidder must have minimum financial turnover of ₹2 crore in any one financial year during the last ten financial years. The bidder is required to submit a certificate from a Chartered Accountant or CA-certified Profit & Loss statements.

The bidder must also produce liquid asset / credit facility / solvency certificate from any Indian nationalized or scheduled bank for a value of ₹1 crore.

Tender Fee and EMD

The tender document can be downloaded free of cost from GVMC and AP e-Procurement portals. However, the bid document refers to processing fee/document fee receipt or DD, without clearly specifying the amount. The EMD is required along with the technical proposal. The NIT states EMD as ₹33,37,200, while the BDS section states ₹33,00,000. Since this is a material discrepancy, bidders should verify the exact amount on the AP e-Procurement portal or through official corrigendum before submission.

The EMD may be submitted through an unconditional and irrevocable bank guarantee in favour of the Commissioner, Greater Visakhapatnam Municipal Corporation, payable at Visakhapatnam, or through online payment as permitted in the RFP.

Submission Guidelines

Bidders must register on the AP e-Procurement portal and submit bids online. Physical/paper bids will not be accepted. The bid must be submitted in two stages:

Bidders must use a valid digital signature/e-token for submission. All required documents must be uploaded in the prescribed formats. If EMD is submitted in the form of a bank guarantee, the original EMD must reach the tender inviting authority before the due date and time.
