Scope of Work

The selected service provider will be responsible for delivering EC-Council Certified Threat Intelligence Analyst Training & Certification for 05 personnel. The training will cover key areas such as threat intelligence fundamentals, cyber threat intelligence lifecycle, cyber threats and kill chain methodology, requirements planning, data collection, data processing, data analysis, and intelligence reporting.

The service provider is expected to provide original technical training material, required software, prescribed books, training manuals, handouts, slides, question banks and other learning resources in soft copy and hard copy, as applicable. Certification exam fees are included as part of the training and total proposal cost.

The SOW also mentions that the training package should include membership, training, tutorials and facility for rescheduling of the examination, wherever applicable. Post-training support is required.

Training Mode Note

The GeM bid category mentions online weekend training, while the uploaded SOW refers to a five-day physical classroom training arrangement in Delhi. Bidders should carefully verify the final applicable training mode, schedule and venue requirements through the GeM bid/ATC/clarification window before submission.

Pre-Qualification Criteria

Eligible bidders should have at least 2 years of experience in providing same or similar services. The experience should be supported by relevant contracts or work orders, preferably for Central Government, State Government, PSU or similar institutional clients.

The bidder must be capable of delivering advanced-level IT and network security training and must provide the required authorization/certification documents as mentioned in the bid and ATC.

Eligibility Criteria

Bidders should be registered and eligible service providers on GeM. They must accept all terms and conditions of the bid and submit the required certificates and OEM authorization certificate as applicable.

MSE purchase preference is available as per GeM policy, subject to valid Udyam registration and online validation. However, relaxation in years of experience and turnover for MSEs and startups is not available in this bid.

Bidders from countries sharing a land border with India must comply with GeM GTC requirements and be registered with the competent authority, wherever applicable.

Financial Criteria

The bid follows total value-wise evaluation. A financial document indicating price breakup is required. Reverse Auction is enabled, and the H1/highest-priced technically qualified bidder may be eliminated as per the selected RA qualification rule.

Submission Guidelines
