Scope of Work

The selected consultant or agency will conduct a detailed baseline study to assess the existing socio-economic, livelihood, financial, digital, environmental and institutional conditions of the target communities before project interventions begin.

The scope includes:

1. Household and beneficiary profiling survey.
2. Assessment of socio-economic status of target households.
3. Baseline value estimation for project indicators and KPIs.
4. Livelihood, income and employment pattern assessment.
5. Analysis of women’s participation in household decision-making and economic activities.
6. Assessment of financial literacy, banking access, savings, credit, insurance and pension coverage.
7. Evaluation of digital literacy, internet access and use of digital platforms.
8. Assessment of entrepreneurial skills and enterprise development potential.
9. Review of environmental awareness, waste management practices and plastic reduction behaviour.
10. Mapping of SHGs, community institutions, producer groups and convergence opportunities.
11. Identification of barriers, risks and opportunities for project implementation.
12. Preparation of baseline report, indicator reference sheet and stakeholder presentation.

Major Livelihood Interventions Covered

The CERL project focuses on improving economic resilience and livelihood opportunities through the following interventions:

1. Areca leaf plate and bowl processing unit.
2. Mekhla processing and weaving unit.
3. Handicraft production through upcycling of waste materials.
4. Financial literacy and financial inclusion promotion.
5. Women’s leadership and enterprise development.
6. Digital literacy and market linkage facilitation.

Methodology Requirements

The consultant or agency is expected to propose a suitable methodology using both quantitative and qualitative research approaches.

The methodology should include:

Deliverables

The selected consultant or agency will be required to submit the following:

1. Inception Report with methodology, sampling framework, tools, work plan and timeline.
2. Baseline Survey Tools, including household questionnaire, FGD guides, KII checklists and institutional assessment tools.
3. Cleaned Dataset, including raw data, cleaned data, codebook and data validation report.
4. Preliminary Findings Presentation covering key findings and emerging trends.
5. Draft Baseline Report with methodology, baseline values, analysis, challenges and opportunities.
6. Final Baseline Report incorporating feedback from Sabuj Sangha.
7. Indicator Reference Sheet aligned with project outcomes and KPIs.
8. PowerPoint Presentation of key findings and recommendations for project stakeholders.

Eligibility and Pre-Qualification Criteria

The RFP is open to qualified applicants with relevant experience in research, monitoring and evaluation, livelihood studies, rural development, gender empowerment, financial inclusion or related development sector assignments.

Eligible applicants may include:

1. Research agencies.
2. Consulting firms.
3. Academic institutions.
4. Independent evaluators.
5. Consultants with relevant baseline study or impact assessment experience.

Applicants should demonstrate:

1. Relevant organizational or consultant profile.
2. Experience in conducting assessments, baseline studies or similar development sector assignments.
3. Understanding of rural livelihood, women empowerment, enterprise development and community institutions.
4. Capacity to conduct both quantitative and qualitative research.
5. Ability to deliver the assignment within the stipulated timeline.
6. Experience in digital data collection and data analysis will be beneficial.

Financial Criteria

The RFP does not specify minimum turnover, net worth or other mandatory financial eligibility requirements. Applicants are required to submit a detailed financial proposal with budget breakup.

The financial proposal should include:

1. Professional fees.
2. Travel and field expenses.
3. Data collection cost.
4. Data analysis cost.
5. Administrative and overhead costs.
6. Applicable GST percentage.

Proposal Submission Guidelines

Interested consultants and agencies must submit both technical and financial proposals.

The proposal should include:

1. Organizational or consultant profile and relevant experience.
2. Detailed methodology and work plan.
3. Budget breakup with applicable GST.
4. Timeline for completing the assessment.
5. References of past assessments, if available.

The technical proposal and financial proposal should be submitted as two separate PDF documents in a single email to:
