Scope of Work
The selected consultant or agency will conduct a detailed baseline study to assess the existing socio-economic, livelihood, financial, digital, environmental and institutional conditions of the target communities before project interventions begin.
The scope includes:
- Household and beneficiary profiling survey.
- Assessment of socio-economic status of target households.
- Baseline value estimation for project indicators and KPIs.
- Livelihood, income and employment pattern assessment.
- Analysis of women’s participation in household decision-making and economic activities.
- Assessment of financial literacy, banking access, savings, credit, insurance and pension coverage.
- Evaluation of digital literacy, internet access and use of digital platforms.
- Assessment of entrepreneurial skills and enterprise development potential.
- Review of environmental awareness, waste management practices and plastic reduction behaviour.
- Mapping of SHGs, community institutions, producer groups and convergence opportunities.
- Identification of barriers, risks and opportunities for project implementation.
- Preparation of baseline report, indicator reference sheet and stakeholder presentation.
Major Livelihood Interventions Covered
The CERL project focuses on improving economic resilience and livelihood opportunities through the following interventions:
- Areca leaf plate and bowl processing unit.
- Mekhla processing and weaving unit.
- Handicraft production through upcycling of waste materials.
- Financial literacy and financial inclusion promotion.
- Women’s leadership and enterprise development.
- Digital literacy and market linkage facilitation.

- Cleaned Dataset, including raw data, cleaned data, codebook and data validation report.
- Preliminary Findings Presentation covering key findings and emerging trends.
- Draft Baseline Report with methodology, baseline values, analysis, challenges and opportunities.
- Final Baseline Report incorporating feedback from Sabuj Sangha.
- Indicator Reference Sheet aligned with project outcomes and KPIs.
- PowerPoint Presentation of key findings and recommendations for project stakeholders.
Eligibility and Pre-Qualification Criteria
The RFP is open to qualified applicants with relevant experience in research, monitoring and evaluation, livelihood studies, rural development, gender empowerment, financial inclusion or related development sector assignments.
Eligible applicants may include:
