Scope of Work
The selected Social Media Agency will be responsible for managing and strengthening WDRA’s digital and public communication presence. The broad scope includes:
- Publicity across WDRA’s social media handles, including YouTube, X.com, Facebook, Instagram, WhatsApp and any other platform required by WDRA.
- Use of suitable hashtags, mentions and digital engagement strategies to increase visibility and reach.
- Support to improve engagement rate, impressions, followers, reach and platform growth.
- Creation and uploading of at least three posts / tweets / stories / reels daily across social media handles.
- Creation and uploading of 7–10 creative JPEG posts per week, adaptable for website and other digital formats.
- Creation and uploading of at least two GIFs and two PPT-based / whiteboard animation videos on YouTube, Facebook, X and other platforms.
- Preparation of at least three blog articles per quarter, each of 300–500 words, with appropriate graphical content.
- Weekly, monthly and quarterly analytics reporting for social media pages and posts.
- Suggestions and strategies based on analytics to improve reach, engagement and follower growth.
- Interlinking and cross-posting of content across social media platforms.
- Preparation of content for press releases, news articles, promotional messages, features and articles in English and Hindi, and local languages if required.
- Planning, compiling, editing and designing WDRA’s in-house journals, handouts, quarterly reports and annual reports.
- Preparation of posters, pamphlets, hoardings, outreach campaign material, advertisement designs and PIB-related content formatting.
- Coordination with PIB, DAVP/CBC, NFDC and other government organisations working in public relations, communication and digital promotion.
- Ensuring compliance with the Indian IT Act, 2000 and Government Social Media Guidelines.
- Execution of any additional tasks required by WDRA under the engagement.
- Additional work beyond the agreed scope will be payable as per applicable CBC rate list for the relevant media format.

Pre-Qualification Criteria
Bidders should meet the following pre-qualification requirements:
- Minimum 5 years of experience in undertaking social media campaigns for Central Government, State Government, PSU, Autonomous Bodies or Statutory Bodies.
- Work orders, contracts and completion certificates must be submitted as proof of experience.
- Proposed team members should have relevant qualifications and experience in social media, PR, content, media communication and digital campaign handling.
- Samples of previous social media campaign work must be submitted.
- Bidder must submit an undertaking confirming that it has not been banned, debarred or blacklisted by any Central / State Government organisation, Autonomous Body or PSU during the last three years.
- Bidder must have a local office in NCR, supported by documents such as UDYAM, GST, EPF/ESI, electricity bill or telephone bill in the bidder’s name.
- Bidder must be empanelled with CBC / NFDC or any other Government organisation for media services.
- Bidder should not be under liquidation, court receivership, similar proceedings or bankruptcy.
- Bidder must provide dedicated / toll-free telephone support and an escalation matrix for service support.
- The contract cannot be assigned or subcontracted without prior written consent of the buyer.
Financial Criteria
The bidder must have an average annual turnover of at least ₹120 lakh during the last three financial years. The turnover should be supported by certified audited balance sheets or a certificate from a Chartered Accountant / Cost Accountant / statutory auditor.
The quoted fee must be a lump sum amount inclusive of all charges for executing the work for one year. Payments will be made quarterly upon submission of invoice and satisfactory performance certification by the designated WDRA officer.
Tender Fee and EMD
