Scope of Work

The selected Training Agency will support the implementation and scale-up of Maha-SKY by developing and delivering a structured solar PV skill development programme. The main scope includes:

  1. Training and certification of approximately 4,500 candidates in solar photovoltaic technologies, including installation, operation, maintenance and safety practices.
  2. Implementation of training across multiple districts under MSKVY 2.0.
  3. Review and refinement of pilot-phase training design, training modules, participant feedback and certification outcomes.
  4. Development of local-language training materials, handouts and field-oriented learning resources.
  5. District-wise mobilisation and inclusion plans for trainees, especially women, rural youth and underserved communities.
  6. Partnerships with ITIs, women’s ITIs, polytechnics, engineering colleges, universities, training institutions and industry stakeholders.
  7. Gender Equality and Social Inclusion (GESI) integration with at least 30% women participation across the programme.
  8. Community mobilisation through Gram Panchayats, Women Self-Help Groups, youth groups and local stakeholders.
  9. Delivery of theory, practical and on-site solar PV training, including tools, safety, installation, commissioning and O&M modules.
  10. Placement support, job fairs, employer engagement, entrepreneurship support and livelihood linkages.
  11. Monitoring, reporting, district-wise progress tracking, inclusion reporting and monthly progress updates.
  12. Organisation of job fairs, with one job fair per quarter and a total of eight job fairs over the assignment period.

Pre-Qualification and Technical Eligibility Criteria

The bidder must meet the following key eligibility requirements:

  1. The bidder must be an organisation registered in India as a company, Section 8 company, society, trust or partnership firm.
  2. The organisation must have been in existence for at least 10 years. For JV, the same applies to the lead JV partner.
  3. The bidder must have at least 5 years of relevant experience in organising and imparting solar-related training programmes.
  4. The bidder must have at least 10 training centres or affiliated training centres registered with the Skill India Digital Hub in the last three years.
  5. The bidder must have at least 50 government-certified trainers, either affiliated or on the rolls of the organisation.
  6. The bidder must have trained at least 3,000 participants in solar PV technology, project development or O&M in the last three years.
  7. At least 30% of the trained participants should be women or gender-diverse candidates, with certification either directly or through a government certifying agency.
  8. Working partnerships with industry, Centres of Excellence and academic institutions are required.
  9. Experience in international donor-supported training or capacity-building projects is required.
  10. Experience in mobilising women, socially excluded groups, inclusive skilling, livelihoods or workforce development will be considered an advantage.
  11. Experience in employer engagement, placement facilitation, job fairs or entrepreneurship promotion will also be an advantage.

Joint Venture / Consortium Conditions

Joint Venture, Consortium or Association participation is allowed and encouraged where required expertise is not available within a single firm. Key conditions include:

  1. The JV must designate one Lead Entity authorised to legally bind all members.
  2. The contract will be signed with the designated lead entity on behalf of all JV members.
  3. The lead entity cannot be changed after proposal submission without MSEDCL’s written consent.
  4. The role of each JV member must be clearly defined in the proposal and JV agreement.
  5. A JV can include a maximum of three legal entities, including the Lead JV Partner.

Selection Procedure

The selection will be based on technical capability and financial quote. Financial proposals will be considered only for bidders meeting the eligibility criteria.
