Scope of Work

The selected agency will support Nagar Parishad Suwasra in sanitation and Swachh Bharat Mission-related activities, including:

1. Swachh Survekshan-related planning, field support, documentation and reporting.
2. Garbage Free City certification-related work and support for GFC star rating.
3. ODF++ documentation, portal updates and inspection-related support.
4. IEC activities covering information, education and communication campaigns.
5. Online portal MIS work, including updates on Swachh City Portal and other SBM-linked portals.
6. Documentation for SBM, SLP, GFC Star Rating, ODF++, Innovation and Safai Mitra Suraksha-related requirements.
7. Coordination and document preparation for inspections, field visits and portal queries.
8. Public awareness activities such as rallies, seminars, school competitions, social media updates and municipal-level sanitation campaigns.
9. Waste segregation, garbage collection support, MRF-related activities, composting support and documentation.
10. Deployment of required manpower, including one computer operator and three field workers on a full-time basis.
11. Compliance with instructions issued by the Chief Municipal Officer and government authorities from time to time.

Pre-Qualification Criteria

Bidders should meet the following pre-qualification conditions:

1. The bidder/agency should be legally registered.
2. The organization should be at least 10 years old as on 01.01.2026.
3. The bidder should have experience in similar municipal sanitation, Swachh Survekshan, SBM, IEC, documentation or waste management-related work.
4. The bidder should have work experience with at least 03 Nagar Palika bodies and 03 Nagar Parishad bodies.
5. The bidder should submit last 3 years’ Income Tax Returns.
6. The bidder should submit last 3 years’ audited reports.
7. The bidder should submit a turnover certificate showing turnover of more than ₹80 lakh.
8. GST registration is required.
9. ISO 9001:2015, ISO 45001:2018 and ISO/TC 279 certificates are mentioned in the tender checklist.
10. MSME certificate is required as per the checklist.
11. The bidder should submit a non-blacklisting affidavit.

Eligibility Criteria

Eligible bidders may include consultancy firms, agencies or NGO firms capable of executing sanitation, IEC, documentation, portal MIS and waste management support work for an urban local body.

The agency must be capable of:

1. Providing manpower as required by the tender.
2. Carrying out field-level sanitation and awareness support.
3. Preparing and uploading SBM-related documentation within timelines.
4. Supporting GFC, ODF++ and Swachh Survekshan assessments.
5. Maintaining transparency and quality in execution.
6. Working as per instructions of Nagar Parishad Suwasra.
7. Carrying out work throughout the week as required.
8. Providing required publicity material, manpower and field-level support without claiming additional payment beyond accepted rates, wherever applicable as per tender terms.

Financial Criteria

The tender requires bidders to submit financial and statutory documents, including:

1. Last 3 financial years’ Income Tax Returns.
2. Last 3 years’ audited reports.
3. Turnover certificate of more than ₹80 lakh.
4. GST registration certificate.
5. EMD of ₹1,00,000.
6. Tender document cost of ₹2,000.
7. BOQ / financial bid in the prescribed online format.

Payment-related conditions include:

1. No advance payment will be made.
2. Payment will be made as per accepted rates and after submission of bills.
3. Monthly work progress reports are required along with bills.
4. Applicable taxes and deductions will be made as per rules.
5. No additional payment will be made beyond accepted rates unless permitted under the tender.
6. Rates should be inclusive of applicable taxes/charges as per tender conditions.

Tender Fee and EMD

The tender also mentions conditions under which EMD may be forfeited, including withdrawal of proposal within validity period, failure to respond to clarification, submission of non-responsive information, refusal to execute agreement, failure to start work, or violation of tender conditions.

Submission Guidelines

Bidders must submit their bids online through the MP e-Tender Portal at www.mptenders.gov.in.

Important submission requirements include:

1. The bidder must download and submit the tender through the official e-tender portal.
2. Rates must be quoted as per the prescribed BOQ / Annexure format.
3. Any other format or modified offer may not be considered.
4. The tender follows a two-envelope system: technical/pre-qualification documents and financial bid.
5. First, the technical/pre-qualification envelope will be opened.
6. Financial bids will be opened only for technically qualified bidders.
7. The lowest eligible bidder may be selected based on financial evaluation.
8. Bidders must carefully study all terms and conditions before submission.
9. Amendments/corrigendum, if any, will be published only on the e-tender portal.
10. The selected bidder must execute the agreement within the prescribed time, mentioned as 3 days after work order/selection, and start work accordingly.

13. Proof that the organization is 10 years old as on 01.01.2026.
14. Work orders/experience certificates from at least 03 Nagar Palika and 03 Nagar Parishad bodies.

16. Signed tender document and declarations.
17. BOQ / price schedule in the prescribed format.
18. Digital signature and portal registration-related documents.
19. Any additional documents required on the MP e-Tender Portal.
