Scope of Work
The selected agency will provide end-to-end Talent Management, Media Planning, Public Relations and Partnership Facilitation services for UNFPA India. The scope includes three major components:
1. Celebrity, Advocate and Influencer Management
The agency will identify and onboard a strategic mix of celebrities, influencers, digital creators, issue-based advocates and public personalities aligned with UNFPA India’s work in sexual and reproductive health and rights, gender equality, youth empowerment and positive masculinity.
Key activities include:
- Talent mapping and development of a structured database.
- Identification of national, regional and state-level personalities.
- Due diligence and reputational risk assessment.
- Pro bono onboarding of celebrities, influencers and advocates.
- Development of concept notes, campaign workplans and engagement plans.
- Coordination with talent managers and representatives.
- Briefing of talent on UNFPA’s mandate, policies and communication guidelines.
- Talent-led content creation including reels, short videos, social media posts, photoshoots and campaign storytelling.
- Participation of onboarded personalities in digital campaigns, advocacy moments, events and public engagements.
- Facilitation of field visits to UNFPA programme locations.
The agency is expected to work across influencer tiers including nationally recognised personalities, high-reach digital creators, macro influencers, micro influencers, regional voices, youth leaders, sports personalities, cultural figures, entrepreneurs and thought leaders.
2. Media Planning, Mobilisation and Public Relations
The agency will support UNFPA India in expanding its media visibility across print, digital, television, radio, podcast and vodcast platforms.
Key activities include:
- Strategic media placements such as op-eds, authored articles, Q&As, interviews and expert commentaries.
- Dissemination of press releases in English, Hindi and regional languages where required.
- Media outreach around campaigns, report launches, flagship initiatives and key observances.
- Securing television interviews, panel discussions and broadcast opportunities.
- Coordination of journalist interactions, media briefings and event-based media engagement.
- Maintenance of a media tracker with publication details, links, reach and visibility metrics.
- Submission of media coverage and campaign performance reports.
3. Philanthropist, Foundation, HNWI and Co-Branded Partnership Engagement
The agency will support UNFPA India in identifying and engaging philanthropists, CSR networks, foundations, high-net-worth individuals and influential supporters aligned with UNFPA’s mandate.
Key activities include:
- Mapping potential philanthropists, HNWIs, foundations and CSR networks.
- Facilitating strategic introductions and meetings.
- Supporting curated roundtables, small convenings and engagement events.
- Advising on outreach strategies for private sector and philanthropic audiences.
- Establishing pro bono co-branded partnerships with aligned organisations or brands.
- Documenting collaboration scope, campaign outputs and partnership outcomes.

Eligibility and Pre-Qualification Criteria
Interested agencies should meet the following qualification requirements:
- Minimum 10 years of demonstrated experience in influencer engagement, celebrity management and / or advocate engagement.
- Strong preference for agencies experienced in purpose-driven, social impact or development sector campaigns.
- Proven track record of conceptualising high-value properties linked to fundraising, resource mobilisation or advocacy campaigns.
- Experience of working with UN agencies, philanthropic networks or similar development-sector organisations.
- Demonstrated ability to secure pro bono collaborations.
- Established national and regional talent network across health, gender, youth and social impact verticals.
- Strong understanding of sensitive communication areas such as gender equality, SRHR, youth empowerment and human rights.
- Familiarity with UN communication guidelines will be an advantage.
- Ability to manage celebrity, influencer, advocate and media engagements in a compliant, ethical and reputationally safe manner.

- Established network of celebrities across film, music, sport, art, business and social impact.
- Established network of HNWIs, foundations, philanthropies and CSR stakeholders.
Financial Criteria
The RFQ does not specify a minimum turnover or net worth requirement. However, bidders must submit the latest audited financial statements, including income statement and balance sheet, to demonstrate financial stability, liquidity, credit standing and market reputation.
Financial offers must be submitted only in the commercial / financial section using Annex 4 – Financial Offer. If the financial offer is visible in any part of the technical section, the submission may be disqualified.

Submission Guidelines
Bidders must submit their quotations online through the NextGenERP / Quantum Supplier Portal. Suppliers with an existing Quantum profile should use their existing login, while new suppliers must register on the Quantum Supplier Registration platform.
Important submission points:
- Offers must be submitted before the deadline.
- Late offers will not be considered for evaluation.
- Suppliers must submit responses directly through the Quantum supplier portal.
- Bidders should search the tender using the Negotiation ID / Reference Number.
- Clarification requests must be raised through the “Messages” functionality in the system.
- Suppliers are advised to create a draft response in the system to receive tender updates or amendments.
- Financial offer must be uploaded only in the financial / commercial section.
