Scope of Work

The selected contractor will provide trained coordinator-type assistance for contractor HSE training sessions conducted by the BPCL Kochi Refinery HSE Department. The training is expected to be conducted through video tutorial-based sessions, and the coordinator will support classroom management, attendance, candidate verification and training evaluation.

The broad scope includes:

  1. Coordinating HSE training for contract workers conducted by the HSE Department.
  2. Preparing the list of training candidates from BPCL-KR’s IIMS system, preferably on the previous day.
  3. Verifying candidate ID cards and permitting eligible candidates to enter the training session.
  4. Maintaining the attendance register accurately and promptly.
  5. Starting video-based training after a brief introduction.
  6. Acting as invigilator in the training hall and maintaining discipline during the training session.
  7. Providing appropriate interval or tea break as required.
  8. Conducting training evaluation using question papers and answer sheets supplied by the BPCL-KR HSE Department.
  9. Evaluating answer sheets using the answer key provided by the concerned authority.
  10. Entering the list of qualified candidates in the IIMS system after authorisation, for preparation of entry passes.
  11. Switching off electrical systems, closing the training hall and handing over the key to the designated person.
  12. Ensuring payment-related documentation is based on actual days worked.

Required Competency for Training Co-ordinator

The manpower deployed by the contractor should meet the following requirements:

  1. Preferably an ex-apprentice of BPCL Kochi Refinery.
  2. Valid certificate to be produced wherever applicable.
  3. Minimum qualification of Plus Two / VHSE or equivalent.
  4. Sound knowledge of MS Excel, MS Word and MS Office.
  5. Government-recognised computer proficiency certificate.
  6. At least one year of relevant experience.
  7. Language proficiency in Malayalam, Hindi and English.
  8. Ability to handle groups of contract workers attending HSE training.

Pre-Qualification / Technical Qualification Criteria

The bidder must have successfully executed or completed similar service work during the last seven years for any Central Government, State Government, PSU or Public Listed Company.

Eligibility Criteria

Eligible bidders should be capable of providing coordinator-type manpower assistance for HSE training operations at BPCL Kochi Refinery. The bidder must have prior experience in similar services and must meet both technical and financial qualification criteria.

The bidder must ensure that deployed personnel meet the required educational, language and computer proficiency standards. The bidder should also ensure timely deployment as per HSE Department requirements, maintain attendance records, submit bio-data of personnel before deployment and obtain necessary concurrence from BPCL-KR HSE Department before engaging new personnel under the contract.

Payment Terms

Payment will be made based on actual work executed and approved by the Engineer-in-Charge with supporting documents. The tender mentions payment against running account bills, with 75% payment released within 15 calendar days of receipt of duly certified RA bill and balance payment within 30 days after detailed scrutiny. Monthly billing and payment will be linked to actual number of days worked and approved attendance records.
