Pre-Qualification Criteria
Scope of Work
The selected consultant or organization will be responsible for reviewing existing IFPRI and IRRI learning materials and developing a structured, practical and user-friendly training package suitable for rural women with diverse literacy levels.
The scope includes:
- Review of Existing Materials
Review IFPRI and IRRI materials and prepare an inception report covering methodology, workplan, curriculum development approach and adaptation strategy.
- Stakeholder Consultation and Contextual Inquiry
Conduct consultations with women farmers, Learning Lab facilitators, implementing partners and relevant stakeholders to understand women’s priorities, decision-making realities, barriers to participation, access to schemes and services, and opportunities for strengthening women’s leadership.
- Curriculum Refinement and Training Package Development
Develop the Women’s Voice, Leadership and Institutional Engagement Training Package in English and Bengali, including:
- Facilitator manual
- Session plans
- Participatory exercises
- Facilitation tools
- Participant learning materials
- Context-specific case studies and examples
- Guidance for adaptation and implementation
- Pilot Testing and Finalization
Pilot the adapted module with selected women’s groups, collect feedback from participants and facilitators, refine the content, and submit the final training package.

Pre-Qualification Criteria
Applicants should have relevant experience and capability in the following areas:
- Development of training curricula, facilitation manuals or participatory learning materials.
- Experience in gender, women’s empowerment, rural livelihoods, agriculture, climate resilience or community development.
- Demonstrated experience in women’s leadership, voice, collective action and participation in rural development processes.
- Experience working in rural eastern India, preferably West Bengal.
- Strong understanding of local socio-cultural contexts, gender norms and institutional processes affecting rural women.
- Experience in designing and facilitating participatory and community-based training processes for rural women.

- Cost-effectiveness and justification of the financial proposal.
Financial Criteria
