Scope of Work

The scope of work includes construction of a gabion wall for nalla bank protection near A Road in Roha Industrial Area. The work aims to protect the nalla bank from erosion, scouring and potential collapse during monsoon or flood conditions.

Major work components include:

1. Site survey, joint inspection, marking and setting out of the proposed gabion wall alignment.
2. Clearing of bushes, debris, loose earth and unwanted material from the work area.
3. Excavation for foundation in hard murum, soft rock, old masonry foundation and mixed strata as required.
4. Preparation, dressing, levelling and compaction of foundation bed.
5. Laying of geotextile / filter layer wherever required to prevent soil escape and allow free water movement.
6. Supply and installation of PVC-coated / GI gabion boxes of approved size and specification.
7. Filling gabion boxes with hard and durable stones / boulders with proper hand packing.
8. Construction of gabion retaining / protection wall in required tiers and dimensions.
9. Backfilling behind the gabion wall with suitable material, watering, ramming and compaction in layers.
10. Nalla bank protection and erosion control works.
11. Disposal of surplus excavated material and site waste to approved locations.
12. Barricading, caution boards, traffic safety and site safety arrangements.
13. Completion, finishing and cleaning of site after execution.
14. Quality control tests for stone / rubble and soil / murum as per PWD guidelines at Government laboratory.
15. Royalty-related compliance for earth and metal as per applicable Government circulars and NIT conditions.

Pre-Qualification and Eligibility Criteria

Bidders must meet the following eligibility requirements:

1. The bidder should be registered in Class V or above with PWD, Government of Maharashtra, or should hold appropriate class registration with MJP, CIDCO, MES, Railways or CPWD.
2. The bidder should have experience of executing one similar work costing not less than ₹19.86 lakh in Government / Semi-Government Department / Local Bodies during any of the last five financial years.
3. The work experience certificate must be signed by an officer not below the rank of Executive Engineer.
4. Bidders must submit a valid GSTIN registration certificate and PAN card.
5. Professional Tax Registration Certificate for employees in E category is required.
6. The bidder must submit an affidavit on ₹500 stamp paper, duly notarized, confirming non-blacklisting and undertaking responsibility for any false or fraudulent documents.
7. The lowest bidder must produce original uploaded documents for verification within 5 working days from the date of opening of tender.

Financial Criteria and Payment Conditions

The uploaded tender document does not specify a separate minimum average annual turnover or net worth requirement. The key financial requirements are linked to EMD, tender fee, application support amount, security deposit and additional performance security.

Financial conditions include:

1. EMD / Bid Security: ₹39,800, payable online.
2. Cost of Blank Tender Form: ₹8,850, payable online and non-refundable.
3. Application Support Amount: ₹1,180, payable online and non-refundable.
4. Initial Security Deposit: ₹79,600 or 2% of tendered cost, whichever is higher.
5. Additional Security Deposit: ₹1,19,300 or 3% of tendered cost, whichever is higher, to be deducted through RA bills.
6. Additional Performance Security: Applicable if the bidder quotes below the estimated cost, as per the tender clause.
7. Labour cess at 1% of the cost of construction is recoverable from contractor bills.
8. Royalty charges for minor minerals such as excavation material, murum, metal and sand are recoverable as per applicable rules.
9. GST provisions, TDS and tax-related conditions are applicable as per the tender document.

Submission Guidelines

The tender must be submitted online through the MahaTenders portal. Bidders must download the tender document and submit the completed e-tender without modifying the tender script. Any modification in the tender document script may lead to summary rejection.

The tender follows a two-envelope system:

Envelope No. 1 – Technical / Eligibility Documents

The bidder must upload scanned copies of required eligibility and supporting documents.

Envelope No. 2 – Price Bid

The price bid must be submitted only in the prescribed online format. If Envelope No. 1 is not found compliant, Envelope No. 2 will not be opened.

Important submission points:

1. The tenderer must digitally sign the tender in the e-tendering system.
2. EMD, tender form fee, application support amount and applicable deposits must be paid online.
3. The offer must remain valid for 120 days.
4. MIDC reserves the right to reject any or all tenders without assigning any reason.
5. Misleading, false or hidden information may lead to disqualification at any stage.
6. Disclosure of the financial offer outside the price bid envelope may lead to rejection.
