Scope of Work

Selected organisation(s) will be required to implement awareness, education, and preventive training initiatives focused on ending female gendercide and strengthening girl child protection. The key scope includes:

1. Community Awareness Programmes

The implementing organisation must conduct structured awareness sessions in villages, urban slums, and underserved communities. Topics should include female gendercide, sex-selective abortion, female infanticide, neglect, child marriage, trafficking, child labour, abuse, abandonment, girl child rights, and gender-based violence prevention.

2. Training for Adolescent Groups

The selected organisation will conduct educational sessions, workshops, and campaigns with adolescent groups. The purpose is to build awareness among young people and encourage them to challenge gender-biased attitudes.

3. School and College Programmes

Interactive workshops must be organised in schools and colleges on child marriage prevention, trafficking prevention, POCSO Act awareness, and gender equality. Teachers and school management committees should also be engaged.

4. Sensitisation of Government Personnel

The programme includes structured training for Police personnel, Women’s Help Desk officers, Social Welfare Department staff, District Child Protection Officers, and Child Welfare Committee members. Training topics may include the POCSO Act, Juvenile Justice Act, PCMA, PCPNDT Act, gender-sensitive investigation practices, and victim-friendly procedures.

5. Documentation and Reporting

The organisation must maintain records of beneficiaries, sessions, attendance, photographs, and outcomes. Monthly progress reports and a final comprehensive report with case studies are required.

Pre-Qualification Criteria

Applicants should meet the following mandatory pre-qualification requirements:

  1. Organisation must be registered under the Societies Registration Act, Indian Trusts Act, or Section 8 of the Companies Act.
  2. Valid FCRA registration is mandatory.
  3. Designated FCRA bank account with SBI Main Branch, New Delhi is mandatory.
  4. FC-4 returns must be filed and up to date for all preceding years.
  5. Organisation must have valid PAN, 12A, and 80G certificates.
  6. Minimum 3 years of experience in girl child rights, women empowerment, child protection, or related social development areas.
  7. Organisation must have Child Protection Policy and POSH Policy in place.

  9. Organisation must not be blacklisted or debarred by any government or donor agency.

Eligibility Criteria

Eligible applicants must demonstrate strong organisational, legal, financial, and operational capacity. Key eligibility conditions include:

Legal Eligibility

The applicant must be a legally registered Indian organisation such as a society, trust, or Section 8 company. Valid registration documents, PAN, 12A, 80G, and FCRA registration are mandatory.

FCRA Eligibility

Since the grant is foreign contribution funding, valid FCRA registration and a designated FCRA bank account with SBI Main Branch, New Delhi are compulsory. Organisations without valid FCRA registration will not be considered.

Experience Eligibility

The organisation should have at least 3 years of experience working in areas such as girl child protection, women empowerment, child rights, community awareness, prevention of child marriage, trafficking prevention, or capacity-building programmes.

Operational Eligibility

Applicants must have an active presence in the proposed target district or state. Preference will be given to organisations with existing linkages with Police, Social Welfare, Child Protection systems, government departments, and local community networks.

Safeguarding Eligibility

A documented Child Protection Policy, POSH Policy, Internal Complaints Committee, background verification process, safe reporting mechanism, and designated safeguarding focal point are mandatory.

Financial Criteria

Applicants must meet the following financial conditions:

  1. Audited financial statements for the last 3 financial years must be available.
  2. Annual turnover must be at least ₹5,00,000 and should not exceed ₹1,50,00,000 in each of the last 3 years.
  3. No pending legal proceedings, blacklisting, debarment, or adverse donor/government action should exist.
  4. Detailed budget must be submitted with activity-wise and line-item justification.
  5. Fund transfer will be made directly to the designated FCRA bank account of the selected organisation.
  6. Utilisation Certificate must be submitted within 30 days of project completion.
  7. Audited statement of accounts must be submitted.
