Scope of Work
The selected Agency, Company or Consultant will be responsible for supporting PHFI’s HR Department in POSH compliance and related capacity-building services. The minimum scope includes:
- POSH awareness sessions for employees.
- New joiner sensitization on POSH and workplace conduct.
- Training of Internal Committee members and employees.
- Annual POSH compliance support.
- Self-learning e-modules for employees, including content, LMS access, assessments and certification.
- Annual refresher training through trainer-led virtual sessions.
- Specialized self-learning modules for Internal Committee members.
- Policy review or drafting aligned with POSH law and best practices.
- Case advisory support for POSH complaint handling.
- Awareness and communication materials such as posters, emailers, campaigns and creatives.
- MIS and compliance reporting support, including annual dashboards and compliance trackers.
Eligibility and Pre-Qualification Criteria
Bidders must meet the following basic qualification criteria:
- The bidder may be an Agency, Company or Consultant.
- The bidder must provide name, address, year of establishment and legal status.
- The bidder should be registered as applicable, such as a society, autonomous body, limited company, partnership firm or other valid legal entity.
- The bidder must have a valid PAN and GST registration in India.
- The RFP states that the bidder should have total premium collected of more than ₹20 lakh in the past three financial years. Bidders should verify the wording and interpretation while preparing the bid.
- The bidder should have at least 5 years of previous experience with time and delivery commitment.
- The bidder should not have been blacklisted by Central or State Government departments or undertakings.
- Previous work experience with PHFI may be submitted, but it is not mandatory. Bidders without previous working experience with PHFI are also eligible.
Financial Criteria
The bidder must submit financial information and supporting documents, including:
- Total revenue and expenditure for the past three financial years.
- Certified audited annual accounts.
- Audited Profit & Loss Statement and Balance Sheet.
- PAN/TAN details.
- Latest Income Tax Returns and assessment order, if applicable.
- Income tax exemption certificate, if applicable.
- Financial bid as per Annexure-1 format.
- Quoted prices should be inclusive of GST as per the financial bid terms.
Evaluation Methodology
PHFI will evaluate proposals through a combined technical, interview and financial evaluation process.

Technical evaluation will assess e-learning modules, annual refresher training, Internal Committee training modules and additional POSH-related support services. Financial bids will be opened only for bidders who qualify in the technical evaluation. The lowest qualifying financial bidder will receive full financial marks, while other bidders will be scored proportionately.

Submission Guidelines
Bidders must submit the proposal in two separate sealed envelopes: one for the Technical Proposal and one for the Financial Proposal. Both envelopes should be placed inside a sealed cover and clearly labelled.
The Technical Bid and Financial Bid must be submitted in 2 copies each. All pages of the Financial Proposal must be signed by the authorized signatory. Any correction must be countersigned.
The proposal must be in English, formatted on standard A4 paper, single-spaced, using 12-point Times New Roman font. The technical proposal should not exceed 20 pages, including references.
Proposals can be submitted by hand, courier, speed post or dropped in the tender box. Late submissions will not be accepted.
