Key RFP Details

Scope of Work

The selected partner agency will be responsible for executing a structured English voice data collection exercise in Government Schools across Gujarat. The activity will include audio recordings of students reading English letters, words, non-words and paragraphs, along with teacher reference recordings.

Major Work Components

The partner agency will be required to:

1. Collect English audio data from students of Grades 5–8 in Government Schools across Gujarat.
2. Collect teacher reference audio recordings for the same reading material.
3. Use the Wadhwani AI-provided data collection tool, web link or Progressive Web App.
4. Ensure coverage across approximately 200–300 schools after finalisation of the school list.
5. Cover schools across 6–7 dialectical zones and approximately 33 districts of Gujarat.
6. Maintain equal distribution across grades and assessment items.
7. Ensure a 50:50 gender ratio while collecting student data.
8. Train data collectors on technical tool usage, data collection protocol, ethical consent and audio quality standards.
9. Ensure each data collector has a smartphone, internet connectivity and a good-quality microphone.
10. Upload signed consent form photographs along with each recording.
11. Re-collect rejected data at no additional cost if recordings fail quality checks.

Data Collection Volume

Pre-Qualification Criteria

Applicants should demonstrate strong capability in large-scale field operations, data collection and education-sector implementation. The RFP highlights the following mandatory requirements:

1. Demonstrated experience in data collection, especially voice data collection across a state.
2. Experience in training and operationalising on-ground data collectors.
3. Project management ability to coordinate diverse activities and deliver within stipulated timelines.
4. Work experience details of all key personnel involved in the project.
5. Understanding of different accents present in Gujarat.
6. Presence of Gujarat natives or linguists with knowledge of the state’s linguistic landscape will be considered an advantage.
7. Robust monitoring, evaluation and reporting capabilities.
8. Demonstrated compliance with the Digital Personal Data Protection Act, 2023.
9. Ability to manage consent, storage and responsible use of personal data.

Preferred Eligibility Criteria

Preference may be given to agencies that have:

1. Presence in Gujarat.
2. Prior experience in collecting data through state administrative mechanisms.
3. Experience working with schools, government departments or education projects.
4. Strong field coordination and quality assurance systems.
5. Sound business records and suitable legal registration.

Financial Criteria

The RFP does not specify a minimum turnover amount, net worth value or EMD requirement. However, applicants are expected to demonstrate financial stability and submit relevant financial documents.

The financial proposal must include:

1. Schedule of payments linked to milestones achieved.
2. Detailed cost breakdown.
3. Applicable taxes and contingencies.
4. Budget format.
5. Evidence of financial stability.
6. Audited financial statements for the last three years.
7. Income Tax Returns for the last three years.

Only technically shortlisted bidders will be eligible for financial proposal evaluation.

Tender Fee and EMD

No tender fee or Earnest Money Deposit (EMD) requirement is mentioned in the RFP document.

Evaluation Criteria

The evaluation will follow a weighted scoring method with 70% weightage for the technical score and 30% weightage for the financial score.

Important Submission Instructions

1. Proposals must be received no later than 25 June 2026.
2. Late submissions are liable to be rejected.
3. Technical and Financial Proposals must be submitted separately.
4. The Financial Proposal must not be attached to the Technical Proposal email.
5. Only technically shortlisted bidders will proceed to financial evaluation.
6. LEHS may invite shortlisted bidders for presentations and negotiations.
7. If bidders do not hear from LEHS within two weeks of RFP closure, the proposal should be considered not selected.
