Scope of Work

The scope of work includes delivery of offline professional training services at the buyer’s location in Leh. The training will be conducted on weekdays in a classroom-based, instructor-led format.

The selected training provider will be required to deliver:

Pre-Qualification Criteria

Bidders should meet the following pre-qualification requirements:

1. The bidder must be an eligible service provider registered on the GeM portal.
2. The bidder should have past experience in similar professional training services.
3. The bidder must submit experience-related documents as required in the bid.
4. The bidder must submit bidder turnover documents.
5. The bidder should not be under liquidation, court receivership, bankruptcy, or similar proceedings.
6. The bidder must upload an undertaking confirming sound financial standing.
7. The bidder must comply with applicable GeM General Terms and Conditions and Service Level Agreement requirements.

Eligibility Criteria

Eligible bidders may include training institutes and professional training service providers capable of delivering offline classroom-based training at the buyer’s location.

The bidder should be able to provide relevant training resources, trainers, course support, certification support, lodging and boarding capacity, and post-training assistance as required under the bid.

MSE purchase preference is applicable for eligible Micro and Small Enterprises having valid Udyam registration and validated credentials as per GeM norms. However, MSE relaxation for years of experience and turnover is not provided in this bid. Startup relaxation for years of experience and turnover is also not provided.

Financial Criteria

The estimated bid value is ₹42,000 inclusive of all taxes. The bid document requires submission of bidder turnover details; however, no specific minimum average annual turnover amount is clearly mentioned in the uploaded bid document.

The bidder must also submit an undertaking confirming that the organisation is not under liquidation, court receivership, bankruptcy, or similar proceedings.

Similar Experience Requirement

Tender Fee and EMD

No tender fee has been specified in the bid document. As this is a GeM bid, asking for any tender fee or bid participation fee is not applicable unless permitted under GeM rules.

The bid document clearly states that EMD is not required. Therefore, bidders are not required to submit EMD for participation in this tender. ePBG is also not required.

Submission Guidelines

Bidders must submit their bids online through the GeM portal before the bid closing deadline. Since the tender follows a Two Packet Bid system, bidders should ensure proper submission of technical and financial details in the correct sections of the GeM portal.

Bidders should carefully upload all required documents, including experience documents, turnover documents, certificates requested in ATC, authorisation documents where applicable, and the financial standing undertaking.
