Scope of Work
The selected agency will provide facility services and manpower support for NHAI Regional Office Delhi and its Project Implementation Units located in Delhi, Haryana and Uttar Pradesh. The service provider will be responsible for deploying qualified, trained and disciplined manpower as per the requirement of NHAI.

The manpower requirement may increase or decrease based on NHAI’s actual operational needs. The selected agency will also be responsible for statutory compliance, labour law compliance, EPF, ESIC, wage payment, uniforms and other contractual obligations.
Pre-Qualification Criteria
Bidders should meet the following broad pre-qualification requirements:
- The bidder should be an experienced firm, company or organisation engaged in facility services / manpower outsourcing services.
- The bidder must have experience in providing similar manpower or facility support services.
- The bidder should be capable of deploying manpower at NHAI Regional Office Delhi and PIU locations in Delhi, Haryana and Uttar Pradesh.
- The bidder should submit all required documents digitally through the GeM portal.
- The authorised signatory must hold a valid Power of Attorney and must be the digital signatory for bid submission.
- The bidder should not be under liquidation, court receivership, bankruptcy or similar proceedings.
- The bidder must comply with applicable labour laws, statutory obligations, EPF, ESIC and wage-related provisions.
Eligibility Criteria
The bid is open to eligible service providers meeting the tender conditions. The tender requires past experience in same or similar services. MSE and Startup relaxation for turnover and years of experience has not been allowed in the GeM bid details.
