Scope of Work

The selected agency will be required to conduct soft skill training programmes for final-year or pre-final-year B.Tech, M.Tech and MBA students at NIFTEM, Kundli. The programme is expected to equip students with professional skills aligned with current industry expectations and market requirements.

The training may include:

  2. Communication skills
  3. Leadership skills
  4. Personality development
  5. Teamwork and collaboration
  6. Problem-solving and critical thinking
  7. Time management
  8. CV preparation
  9. Sector-specific AI trends
  10. Market-aligned business etiquette
  11. Psychometric assessment
  12. Role plays, skits, quizzes, group work and interactive learning activities
  13. Worksheets, assessments, printed material and certification support

The expected number of participants is up to 250 students. The training duration is expected to be 3 to 5 days, preferably including Saturday and Sunday, or as mutually decided by NIFTEM and the selected agency.

Pre-Qualification and Eligibility Criteria

Bidders should have relevant experience in delivering soft skills, employability and campus-to-corporate training programmes. The agency should preferably have experience with reputed institutions such as IITs, IIITs, NITs, Institutes of National Importance, Central Universities, State Universities, government-funded institutes, reputed private universities, PSUs and autonomous organisations.

The key eligibility requirements include:

  1. The bidder should have experience in delivering soft skill training programmes.
  2. The attached NIFTEM document mentions at least 5 years of soft skill training experience.
  3. The GeM bid document mentions minimum 3 years of past experience for same or similar services.
  4. Past experience of similar services is mandatory.
  5. The bidder should have successfully executed similar services as per the prescribed value-based criteria.
  6. The bidder should have at least 3 certified professionals/trainers, each having at least 3 years of relevant domain experience.
  7. The bidder should have valid PAN and GST registration.
  8. The bidder should not be banned or blacklisted by NIFTEM, any government agency or any PSU.
  9. Subletting of work will not be permitted.
  10. The bidder should comply with applicable CVC guidelines and GeM terms and conditions.
  11. The bidder should be a campus-to-corporate training provider and should submit the required service provider certificate.

Financial Criteria

The GeM bid document specifies a minimum average annual turnover of ₹20 lakh for the bidder for the last 3 years. The attached NIFTEM eligibility document separately mentions average turnover of at least ₹10 lakh for soft skills and related training services during the applicable financial years.

Bidders should upload audited financial statements, balance sheets, profit and loss accounts, ITR acknowledgements and CA or statutory auditor certificates wherever required. The document also requires certification of the bidder’s turnover and net worth for the relevant financial year.

EMD and Tender Fee Note

The main GeM bid document states that EMD is not required and ePBG is also not required. However, the attached NIFTEM document mentions EMD of ₹10,000 in the form of Demand Draft in favour of NIFTEM payable at Kundli, and also refers to tender fee / processing fee requirements.

Evaluation and Selection Method

The tender will be evaluated using Quality and Cost Based Selection. Technical evaluation will carry 70% weightage and financial evaluation will carry 30% weightage.

The technical evaluation will consider the bidder’s experience, training credentials, financial strength, manpower, trainer availability, CMMI level, and interaction-cum-PPT presentation. Agencies qualifying the eligibility criteria may be called for presentation. Outstation agencies may request online interaction-cum-presentation.

The technical score threshold is 75 marks out of 100. Financial bids will be considered only for technically qualified agencies. The assignment will be awarded to the agency achieving the highest combined weighted score.

Submission Guidelines

Bidders should submit their bids online through the GeM portal under the two-packet bid system. The technical bid should include all eligibility and supporting documents, while the financial quote should be submitted only in the prescribed financial bid format.

Important submission points:

  1. Submit the bid online through GeM only.
  2. Upload all supporting documents in signed and stamped format.
  3. Do not mention price details in the technical bid.
  4. Submit the financial bid with module-wise or student-wise price breakup as applicable.
  5. Ensure all documents are properly tagged, numbered, signed and stamped.
  6. Conditional bids may be rejected.
  7. Bidders should monitor GeM and NIFTEM updates for corrigendum, clarification or addendum.
  8. Selected agency may be required to submit consent within 24 hours after work award on GeM.
