Scope of Work

The selected Training Provider will be responsible for implementing Short-Term Training cum Entrepreneurship Development Programme for the Video Blogger job role in Sepahijala, Tripura. The scope includes mobilisation of candidates, training delivery, entrepreneurship development, assessment coordination, certification support, monitoring compliance and post-training enterprise facilitation.

The Training Provider must conduct training as per NSQF/SSC norms and submit a structured session plan aligned with the National Occupational Standards. The programme must include training on video blogging, content creation, digital platforms, digital literacy, financial literacy, entrepreneurship awareness, credit linkage, business compliance and market linkage.

The provider must also facilitate self-employment and enterprise creation support for trained candidates. This includes support for creating video blogging channels or profiles, uploading content, developing a content portfolio, obtaining monetisation approvals where applicable, building audience engagement, connecting with brands or clients, and maintaining evidence of income-generating activities.

Eligibility Criteria

Eligible applicants must be legally registered entities such as Company, LLP, Firm, Society, Trust, Proprietorship, Government Department or Autonomous Body. The Training Provider must have valid NSDC registration and must submit proof along with the proposal.

The bidder should have a minimum of three financial years of continuous and active presence in the Indian skill development ecosystem, especially in implementing skill development programmes. The organisation must also have experience in entrepreneurship development or livelihood-based training, supported by work orders, MoUs, completion certificates or equivalent proof.

The bidder should not be blacklisted, debarred or suspended by any government department or agency. False, fabricated or misleading documents may lead to rejection, forfeiture of EMD and possible blacklisting.

Pre-Qualification Criteria

The Training Provider must meet the following minimum pre-qualification requirements:

  1. Valid NSDC registration.
  2. Legal registration under applicable laws.
  3. Minimum three financial years of experience in skill development programmes.
  4. Minimum three years of experience in EDP/livelihood-based projects.
  5. At least five completed EDP/livelihood projects where at least 50% of candidates started their enterprises.
  6. Certified trainers for the relevant NSQF job role.
  7. Entrepreneurship/business/soft skills trainers certified by NIESBUD, EDI, IIE or equivalent institution.
  8. Valid collaboration letters for training venue, EDP support and post-training support.
  9. Training infrastructure as per NSDC/SSC norms.
  10. Compliance documents including PAN, GST, ESIC, EPFO, IT returns and audit reports, wherever applicable.

Collaboration Requirements

The RFP requires Training Providers to submit valid collaboration letters with relevant institutions. These may include ITIs, polytechnics, industry partners, government PSUs, government institutes or own training centres as per SSC norms for venue support.

For EDP support, collaboration may be required with SOFED, EDI, RSETI or RUDSETI. For post-training support, the Training Provider must demonstrate linkages with local vendors, dealer networks, service agencies and financial institutions to facilitate enterprise creation, bank linkage, loan support, service-repair call generation, vendor/supplier linkage and business operations.

Financial Criteria and Payment Terms

The training cost is ₹56.35 per hour per candidate as per common cost norms. For non-residential candidates, refreshment cost is ₹100 per day per candidate.
