Required Details and Financial Criteria

Tender Fee and EMD

The tender fee is ₹1,500 and is non-refundable. The Earnest Money Deposit is ₹37,765 and is refundable as per the tender conditions. Both the tender fee and EMD must be paid electronically through the online payment facility available on the Tripura e-procurement portal.

No interest will be paid on the submitted EMD. The EMD may be forfeited if the bidder submits false declarations or claims, or if the selected bidder fails to start the work after award of contract.

Scope of Work

The selected Training Provider will be responsible for implementing the Yoga Wellness Trainer Short-Term Training cum Entrepreneurship Development Programme under MMDUP Phase III. The scope includes:

1. Mobilization of eligible unemployed youth from Tripura.
2. Conducting Yoga Wellness Trainer training as per NSQF/SSC norms and approved curriculum.
3. Delivering 390 hours of job-role training, excluding OJT and EDP.
4. Conducting 60 hours of Entrepreneurship Development Programme in collaboration with SOFED/EDI/RSETI/RUDSETI or equivalent institutions.
5. Providing OJT as per the Model Curriculum.
6. Ensuring training centre readiness with infrastructure, equipment, internet, biometric attendance, CCTV coverage and accessibility facilities.
7. Deploying certified trainers with relevant ToT and entrepreneurship training certification.
8. Maintaining biometric attendance records for candidates and trainers.
9. Submitting daily geo-tagged photographs and required monitoring documentation.
10. Facilitating assessment and certification after minimum required attendance.
11. Providing post-training support for self-employment, enterprise creation, yoga/wellness service setup, client acquisition, market linkage and credit/financial linkage.
12. Submitting verifiable evidence of self-employment or entrepreneurship outcomes.

Pre-Qualification Criteria

Interested Training Providers must meet the minimum eligibility conditions prescribed in the RFP. Key pre-qualification requirements include:

1. Valid NSDC registration with supporting proof.
2. Legal registration as a Company, LLP, Firm, Society, Trust, Proprietorship, Government Department or Autonomous Body.
3. Minimum 3 financial years of active experience in the Indian skill development ecosystem, especially in government-funded skill development programmes.
4. Work Orders, Office Orders, MoUs and Completion Certificates from previous relevant projects.
5. Minimum 3 years of experience in EDP/livelihood-based projects.
6. At least 5 completed EDP/livelihood-based projects where at least 50% of EDP candidates started enterprise or were placed.
7. Certified trainers from IIE/NIESBUD/EDI or equivalent institutions with ToT/entrepreneurship/business/soft skills certification and minimum 2 years’ experience.
8. Valid collaboration letters for training venue support, EDP support and post-training enterprise/market linkage support.
9. Legal and statutory compliance documents including PAN, GST, ESIC, EPFO, ITRs, audit reports and other applicable certificates.
10. Infrastructure readiness for the proposed training centre.

Eligibility Criteria

Eligible bidders must be training providers registered with NSDC and must have proven experience in skill development training, EDP/livelihood projects, trainer deployment and entrepreneurship-linked outcomes. The bidder should not be blacklisted, debarred or suspended by any government department or authority.

The Training Provider must also demonstrate the ability to provide post-training support, including mentorship, market linkage, vendor tie-ups, financial institution linkage and support for self-employment as a Yoga Wellness Trainer.

Technical Evaluation Criteria

The tender follows a technical evaluation process based on a 100-mark scoring system. A bidder must secure at least 60 marks out of 100 in the technical evaluation to qualify.

Financial and Payment-Related Conditions

The estimated project cost is ₹9,44,125. The tender document mentions the following cost and payment norms:

1. Training cost: ₹52.50 per hour per candidate as per common cost norms.
2. Refreshment for non-residential candidates: ₹100 per day per candidate.
3. Conveyance: ₹2,000 for non-residential candidates, applicable only to candidates who pass assessment.
4. Assessment cost: Up to ₹1,200 per candidate for NSQF courses and up to ₹1,000 per candidate for non-NSQF courses.
5. Re-assessment is permitted only once and will be at the Training Provider’s expense.

Payment Tranches

Submission Guidelines

Bidders must submit their bids online only through the Tripura e-procurement portal. Physical submission of documents will not be accepted.

Key submission instructions include:

1. Bidder must have a valid Class 3 Digital Signature Certificate.
2. Bidder must register/enrol on the e-procurement portal and obtain login credentials.
3. All required documents must be scanned and uploaded in PDF format.
4. Bidders may resubmit bids before the closing deadline; only the latest submitted bid will be considered.
5. The portal will not allow submission after the scheduled closing date and time.
6. Tender fee and EMD must be paid online through the portal.
7. Incomplete, unsigned or fraudulent applications may be rejected.
8. Misrepresentation or false documentation may lead to blacklisting and forfeiture of EMD.

16. Trainer resumes and qualification proofs.
17. Infrastructure readiness documents for the proposed training centre.
18. Detailed training session plan aligned with NOS.
19. Detailed OJT plan.
20. Detailed EDP session plan.
21. Mobilization plan and candidate mobilization list before batch commencement.
