Scope of Work
The selected agency, National Productivity Council, will assist DVC’s HT power consumers in improving technical and operational efficiency. The scope includes:
- Assisting HT consumers operating at voltage levels ranging from 11 KV to 220 KV, as directed by DVC’s Commercial Department.
- Conducting five one-day technical presentation-cum-workshops at various GOMD locations in West Bengal and Jharkhand.
- Carrying out ten HT consumer premises visits by domain specialists of NPC.
- Studying and analysing load profiles and consumption patterns using available metering and billing data.
- Identifying HT consumers with poor power factor or irregular load characteristics.
- Preparing technical presentations with graphs, charts, trends, anomalies, improvement areas and potential energy savings.
- Designing questionnaires for data collection from DVC’s HT consumers.
- Educating consumers on the impact of low power factor on billing and system performance.
- Advising on corrective measures such as capacitor installation and power quality solutions.
- Covering energy efficiency best practices for industrial consumers.
- Supporting improvement of overall system reliability and uninterrupted power supply.
DVC will arrange the venues for the technical workshops. Accommodation on a single-occupancy basis and local transportation from the nearest railway station to the workshop venues and HT consumer premises will also be arranged by DVC for NPC personnel.
Pre-Qualification Criteria
This tender is being processed on a Single Tender Enquiry basis. The bid will be considered only if submitted by National Productivity Council, under the Ministry of Commerce & Industry, Government of India, located at 9, Syed Amir Ali Avenue, Kolkata – 700017.
Any bid submitted by an entity other than National Productivity Council is liable to be rejected as per the tender condition.
Eligibility Criteria
The eligible bidder must comply with the following conditions:
- The bidder must be National Productivity Council as specified in the tender.
- The bidder must submit the bid through the GeM portal.
- The bidder must comply with the scope of work, special terms and conditions, GeM GTC, DVC GCC and applicable statutory requirements.
- Any technical or commercial deviation must be raised before the bid opening date through GeM or by email to DVC’s C&M Department with proper justification and supporting documents.
- No commercial or technical deviation is allowed after opening of the bid.
- The bidder must submit all required forms, declarations and statutory documents as per the tender documents.
Professional / Technical Qualification Criteria
The tender requires technical support from NPC domain specialists. The training is expected to be delivered by internationally trained and experienced NPC officers who are involved in energy management, energy efficiency, environment and safety assignments for reputed public sector and private sector organisations.

Submission Guidelines
