Scope of Work

The scope of work involves the conversion of INS Sutlej into a Cadet Training Ship at NSRY, Kochi. The work includes removal, fitment, installation, fabrication, electrical wiring, sanitary works, equipment installation and space conversion across multiple compartments of the vessel.

Major Scope Components

1. Existing Survey Ops Room – Proposed Trainees’ Classroom

The work includes removal of existing chart tables, working tables and deck underlay, followed by fitment of classroom infrastructure. The proposed classroom scope includes:

1. Cadet seating arrangement for approximately 40 cadets.
2. Installation of smart TV.
3. Installation of internet-enabled PCs and working tables.
4. Deck underlay application and repair.
5. Foundation/clamp arrangement for smart TV.
6. Classroom furniture and electrical support.

2. Existing Chief Recorder Room – Training Office

The training office is to be equipped with:

1. Two personal computers.
2. UPS backup of 1 KVA for each computer.
3. Tables and required office infrastructure.

3. 45 Men Mess – Cadet Mess

The existing mess area is proposed to be converted into a Cadet Mess with:

1. Smart TV.
2. Sofas and related furniture.
3. Mess area fitment support.

4. Existing Gym – Trainees’ Chart Room

The existing gym is to be converted into a chart room for trainees. The work includes:

1. Removal of gym equipment.
2. Fitment of chart tables.
3. Additional lighting for chart tables.
4. Foundation for light fittings and shock mounts.
5. Power supply cabling and 230V sockets.

5. Forward Naval Store – Trainees’ Wash Space

A major part of the conversion includes development of wash space for trainees. The scope includes:

1. Removal of existing racks.
2. Fitment of WCs, bath cubicles, washbasins, mirrors and taps.
3. Fresh water and sea water line tapping.
4. Soil line, drain line and deck penetration works.
5. Ventilation trunking for supply and exhaust.
6. Deck underlay and dado casting.
7. LED lights, mirror lights, geyser, sockets and electrical equipment.
8. Supply and exhaust motors with starter panel foundations.

6. CPO Mess / Dining Area

The scope includes:

1. Foldable table with rack for utensils and cutlery.
2. Wash basin installation.

7. Naval Store Lobby

The work includes:

1. Removable/foldable slant ladder.
2. Securing arrangement for cargo hatch with stanchions and chains.

8. Galley and Equipment Replacement

The material and equipment list includes items for galley and dining operations such as:

1. Combi steamer.
2. Chapati making machine.
3. Multipurpose vegetable cutting machine.
4. Induction range.
5. Pulveriser.
6. RO water purifier, microwave oven, toaster and food warmer.

Pre-Qualification Criteria

Bidders should carefully check the tender documents and GeM bid conditions before applying. The key pre-qualification requirements include:

1. The bidder should have suitable facilities and capability to undertake the work at NSRY, Kochi.
2. The bidder should have experience in similar ship-board jobs.
3. The bidder should have successfully undertaken similar work onboard Indian Navy / Coast Guard ships during the last three years.
4. The bidder should submit copies of at least two work orders or work completion certificates for similar jobs completed without levy of compensation/damages during the last three years.
5. The bidder should have adequate infrastructure, facility, expertise and experience.
6. Sub-contracting is not permitted unless specifically allowed by the buyer as per tender conditions.
7. The bidder should submit a self-declaration stating that the work will be undertaken and completed at NSRY, Kochi.

Submission Guidelines

Bidders must submit their bids through the GeM portal within the prescribed date and time. Since this is a two-packet bid, bidders should ensure that the technical bid and financial bid are submitted separately as per GeM requirements.

Key submission instructions include:

1. Submit online bid on GeM before the closing date and time.
2. Upload all technical documents, certificates and eligibility proofs.
3. Upload financial break-up in the prescribed format.
4. Do not include price details in the technical bid.
5. Submit EMD or valid EMD exemption documents as applicable.
6. Physical EMD instruments/certificates, where required, should reach the designated authority before the due date and time.
7. Manual/sealed bids are applicable only in cases exempted from e-procurement.
8. Bids sent through fax or email will not be considered unless specifically permitted.
9. Conditional tenders may be rejected.
10. Bids should remain valid for 90 days.
11. Clarifications should be sought through the online portal. In manual cases, clarification requests should be submitted in writing within the prescribed timeline.
