Scope of Work
The selected consultancy agency will be responsible for outsourcing and providing qualified IT manpower to support the K-GIS 2.0 Project. The agency must deploy suitable professionals as per the schedule of requirements and ensure that resources are made available within the prescribed timeline after award of contract.
The manpower deployment includes roles across software development, web and mobile application development, database management, AI/ML, data science, cloud architecture, network security and DevOps. KSRSAC reserves the right to increase, decrease or modify the number of personnel by up to 25% as per project requirements.
The agency will also be responsible for salary disbursement to deployed resources, statutory compliance, performance monitoring, record maintenance, replacement of staff when required and coordination with KSRSAC for operational requirements.

Pre-Qualification Criteria
Bidders must meet the pre-qualification requirements prescribed in the tender. The key requirements include:
- The agency should have an average annual turnover of ₹60 crore in the last three audited financial years from IT/ITES activities.
- The agency should have positive net worth as on the last date of the latest audited financial year, preferably FY 2024–25.
- The agency should possess valid certifications including ISO 9001, ISO 27001, ISO 20000 and CMMI Level 3.
- The IT manpower agency should have an office in Karnataka and should have been in existence and providing manpower services for at least 8 years as on May 2026.
- The agency should have satisfactorily completed or should currently be providing personnel with at least 35 employees at one office or across various offices in Government / PSU / Private organisations.
- The agency must not have been blacklisted by any State Government, Central Government, Union Territory organisation or similar public authority.
Eligibility Criteria
Eligible bidders must not be under any declaration of ineligibility for corrupt or fraudulent practices issued by the Government of Karnataka. The bidder must submit all required documents establishing legal status, registration, technical qualifications, financial capability, past performance and compliance with statutory requirements.
The bidder should also ensure that the Tender Processing Fee and EMD are credited into the respective e-procurement receiving bank accounts before the last date and time of bid submission. EMD payment through e-payment mode should be made as a single transaction, and part payments may lead to rejection.

Technical Evaluation

Submission Guidelines
Bidders must submit their bids through the Karnataka Public Procurement Portal. The tender follows a two-folder system, consisting of a performance/technical folder and a financial folder. The technical folder should include all documents required under the tender, including qualification, eligibility, statutory compliance and supporting documents. Financial details must be submitted in the prescribed format through the portal.
