Scope of Work
The selected implementing partner will be responsible for implementing maternal and neonatal healthcare infrastructure projects in government PHCs/CHCs. The intervention should broadly align with the SBIF Maatrichhaya framework and focus on improving infrastructure, quality of care, facility preparedness and service delivery for mothers and newborns.
The key scope includes:
- Conducting need assessment of selected PHCs/CHCs.
- Obtaining necessary approvals from the State Health Department.
- Recruiting the project team and conducting staff orientation.
- Establishing office setup in the selected programme area.
- Developing labour room infrastructure as per standardised guidelines.
- Following LaQshya Guidelines and labour room standardisation guidelines issued by the National Health Mission / Ministry of Health and Family Welfare.
- Purchasing and branding medical equipment.
- Training and sensitisation of medical and para-medical staff.
- Maintenance of labour room infrastructure.
- Conducting impact assessment.
- Preparing process documentation and submitting periodic consolidated reports.
Facility Selection Criteria
The proposed PHC/CHC should preferably have:
- Adequate land or space for minor renovation and infrastructure strengthening.
- Functional electricity and water supply.
- Availability of at least 1–2 MBBS Medical Officers.
- Availability of at least 3–4 Staff Nurses.
- Delivery load of at least 30 deliveries per month, preferably more than 50.
- Functional referral linkage with a higher healthcare facility or district hospital.
- Willingness and support from the State Health Department and District Health Administration.
The RFP provides flexibility for underserved and high-priority geographies where some parameters may not be fully met, subject to healthcare needs, service gaps, vulnerability and potential impact.
Pre-Qualification Criteria
Eligible applicants must meet the following criteria:
- The applicant must be a non-profit organisation registered in India.
- Eligible legal forms include registered trust, registered society, Section 8 company, or any entity established under an Act of Parliament or State Legislature.
- The organisation must have a presence in the proposed project state.
- The organisation must have expertise in maternal and neonatal healthcare.
- The organisation must have at least 3 years of registration.
- The organisation must have at least 3 years of work experience in the proposed state.
- The organisation must have at least 3 years of experience in executing maternal and neonatal healthcare projects, preferably in remote areas.
- The organisation should not be blacklisted by any government agency, PSU, central or state agency.
- The organisation must not be under any declaration of ineligibility for fraudulent or corrupt practices.
- Sub-letting, sub-contracting or outsourcing of project activities is not allowed.
- The organisation must submit a signed and stamped copy of the RFP on every page.
- Proposals must be submitted in English only.
Eligibility Criteria
The proposal may be rejected if:
- The cumulative revenue of the organisation for the last 3 financial years is less than ₹5 crore.
- The organisation has political or religious associations.
- It fails to submit the due diligence documents listed in Annexure II.
- The number of board members is less than 3.
- The number of permanent employees is less than 5.
- Individual donors are among the top 3 donors for the last two financial years.
- The agency submits multiple proposals.
- The proposal is incomplete or not responsive to the RFP requirements.
- The proposal is submitted after the deadline.
Financial Criteria
The financial requirements and proposal conditions include:
- Minimum cumulative revenue of ₹5 crore for the last 3 financial years: FY 2022–23, FY 2023–24, FY 2024–25, and FY 2025–26 where available.
- Project budget should be between ₹1.5 crore and ₹2 crore.
- Financial proposal must be submitted in Indian Rupees.
- Quoted prices should be inclusive of all applicable taxes, duties, charges and levies.
- Detailed cost break-up must be submitted.
- Budget should be justified, cost-effective and aligned with the SBIF Maatrichhaya strategy.
- A detailed budget sheet in Excel must be submitted.
- The final project budget will be approved after need assessment of PHCs/CHCs.
- Grant will be released on a quarterly or half-yearly basis, subject to satisfactory performance, activity reports and financial utilisation reports.
- A separate bank account, preferably a savings account with State Bank of India, must be maintained for this grant.
