Scope of Work

The selected / empanelled Training Partners will be responsible for end-to-end planning and implementation of training programs in the tourism and hospitality sector. The scope may vary as per specific mandates issued by TCGL.

1. Course Design and Development

The agency will design detailed course curriculum and pedagogy aligned with NSDC guidelines. The course design must reflect market requirements, trainee feedback, site conditions and tourism industry needs. Training content should include classroom and practical components such as lectures, case studies, simulations, fieldwork, self-study and group work. Training material and multimedia learning aids must be prepared in a suitable language, preferably Gujarati, with English or Hindi where required. Final course design will require prior approval from TCGL.

2. Identification and Enrolment of Trainees

The Training Partner will define trainee eligibility and selection processes, conduct outreach drives, create promotional material, run relevant social media campaigns, set up online and offline application systems, conduct screening through interviews or tests where required, provide counselling and orientation, ensure inclusivity, and coordinate with TCGL for final enrolment approvals.

3. Delivery of Training Program

The agency must engage qualified trainers with domain expertise. Trainers will require prior approval from TCGL. The Training Partner will schedule training sessions, arrange venue, infrastructure, equipment, attendance capture, photo and video documentation, food and beverage, lodging and boarding where required, and feedback mechanisms. Practical exposure and field visits must be provided wherever applicable.

4. Evaluation and Certification

The agency will develop assessment tools such as tests, assignments and practical evaluations in consultation with TCGL. Evaluation records must be maintained for audit and compliance. Certification standards should be aligned with NSDC mandates, and the agency will assist TCGL in issuing certificates to successful trainees.

5. Statutory Compliance and Accreditation

Training modules must be aligned with NSDC guidelines. The agency will maintain statutory records, submit compliance reports and update courses periodically to meet evolving standards. Industry stakeholder consultation may be required to ensure certification and training outcomes are market-relevant.

6. Placement Support

The Training Partner will establish employer and recruiter tie-ups, identify job fairs and campus interview opportunities, provide career counselling and resume workshops, track placement data, report placement statistics to TCGL, facilitate apprenticeships and internships, and build an alumni network for long-term engagement.

7. Special Conditions

Empanelled agencies may propose innovative courses beyond those identified by TCGL, based on market and skilling needs. TCGL may award such work to the proposing agency or distribute it across the empanelled panel. Agencies may also be required to collaborate on training calendars, rollout plans, target groups and regional distribution. TCGL may engage a third-party agency for pre-training and post-training assessment, and payments may be linked to third-party evaluation recommendations.

Financial Criteria

Applicants must demonstrate minimum average annual turnover of ₹2 crore, or minimum average annual income / receipts of ₹2 crore in the case of eligible universities or expert institutions. The financial data must be supported by Form 5, audited balance sheets and annual reports. The Corrigendum provides a modified Form 5 format requiring certification by the CA / Statutory Auditor with UDIN.

Applicants must score at least 70 marks out of 100 overall and at least 20 marks out of 40 in the Technical Presentation to qualify for empanelment.

Indicative Marking Parameters

The marking will consider years of existence, average annual turnover or income / receipts, eligible training experience by trainee days or fee value, number of empanelments / accreditations / affiliations, and technical presentation. The technical presentation may cover understanding of scope, approach and methodology, tourism sector training experience, infrastructure, technical resources, placement support, industry connect, and awards or accolades.

Submission Guidelines

Applicants must submit the EOI both online and physically. Online submission must be made through the nProcure portal. Physical submission must be made in a sealed envelope at the office of the Managing Director, Tourism Corporation of Gujarat Limited, Gandhinagar.

The physical application should be bound, page-numbered and indexed, with no loose sheets. Every page should preferably be signed and sealed by the authorised representative. Applicants must submit one printed copy of the complete EOI along with a pen drive containing the scanned / soft copy of the same submission.

The sealed envelope should be superscribed as:
“EOI for Empanelment of Training Partners for conducting various Training Programs in the Tourism and Hospitality Sector for TCGL.”
