Scope of Work

The selected Independent Engineer will monitor the construction of the Flying Training Organisation project and ensure compliance with the Concession Agreement, applicable laws, DGCA requirements, National Building Code, and relevant performance standards.

The broad scope includes:

  1. Pre-Construction and Design Review
    1. Review drawings, GFC drawings, plans, construction methodology, QA/QC procedures, and construction schedule.
    2. Review modified drawings and construction-related documents.
    3. Comment on construction contracts or sub-contracts related to the FTO infrastructure.
    4. Assist in reviewing the Maintenance Manual.
    5. Confirm fulfilment of conditions precedent for commencement of construction.
  2. Construction Monitoring and Inspection
    1. Conduct regular monthly inspections of construction works.
    2. Review monthly progress reports submitted by the concessionaire.
    3. Monitor quality assurance tests and recommend additional testing where required.
    4. Review construction safety and recommend suspension of unsafe works if required.
    5. Monitor financial progress and physical progress alignment.
    6. Maintain and transmit records of communications, drawings, instructions, and documents.
  3. Completion Certificate and Testing
    1. Carry out or supervise completion tests.
    2. Recommend grant of Completion Certificate after verifying compliance.
    3. Ensure safe custody of approved drawings, MEP drawings, structural drawings, and as-built drawings.
    4. Report reasons if Completion Certificate is withheld.
  4. Reporting and Communication
    1. Submit monthly reports and quarterly inspection reports.
    2. Report on construction progress, financial progress, quality, safety, DGCA compliance, and other project requirements.
    3. Assist TIDCO in technical determinations and dispute resolution processes wherever required.
    4. Comply with additional instructions issued by the Authority.

Pre-Qualification Criteria

Bidders must satisfy the minimum eligibility requirements to be considered for technical evaluation.

Legal Eligibility

The bidder may be:

  1. A Limited Liability Partnership;
  2. A company incorporated under the Companies Act, 1956/2013; or
  3. A body corporate incorporated under applicable laws.

A bidder that is blacklisted or debarred by the Government of India, Government of Tamil Nadu, any other government, PSU, public sector agency, or multilateral agency will not be eligible if such debarment is active on the bid submission end date.

Consortium Eligibility

Consortium participation is allowed with a maximum of two members. The Lead Member must hold at least 51% in the consortium. A Consortium Agreement must be submitted in the prescribed format.

Conflict of Interest

Bidders must not have any conflict of interest affecting the selection process or the consultancy assignment. Any bidder found to have a conflict of interest may be disqualified and bid security may be forfeited.

Minimum Experience Criteria

The bidder must have completed at least one similar project experience in the last 10 years.

A similar project means appointment and functioning as:

  1. Independent Engineer;
  2. Lenders’ Independent Engineer;
  3. Authority’s Engineer;
  4. Third Party Monitor; or
  5. Project Management Consultant

for monitoring construction of an infrastructure project, including aviation, airport, transport, industrial, commercial, or institutional projects developed under PPP, DBFOT, Concession, or EPC framework for Central Government, State Government, PSU, Statutory Authority, or Private Developer.

Experience of parent companies, subsidiaries, associates, or sister firms will not be considered.

All key personnel are required to be available and deployed for the full construction period. The Team Leader must attend key milestone inspections, presentations, and meetings with TIDCO.

Only bidders scoring at least 70% in the Technical Proposal will qualify for opening of the Financial Proposal.

Technical evaluation includes:

  1. Bidder qualification and similar project experience;
  2. Team qualification and experience;
  3. Approach, methodology, innovation, work plan, inspection strategy, reporting framework, and technology deployment.

Submission Guidelines

Bids must be submitted online through the Tamil Nadu e-procurement portal. Bidders must register on the portal and use a valid Class-3 Signing and Encryption Digital Signature Certificate.

The proposal must be submitted in two parts:

Technical Proposal

The technical proposal must include eligibility, experience, methodology, team details, bid security proof, and prescribed technical forms.

Financial Proposal

The financial proposal must be submitted only in the prescribed BOQ format. The bidder must not modify the BOQ file structure or filename. Any modified BOQ format may lead to rejection.

The financial quote should be a single lump-sum fee excluding GST and inclusive of all costs such as personnel, travel, site visits, accommodation, testing, equipment, inspection tools, printing, reporting, and presentations.
