Scope of Work
The selected service provider will be required to conduct offline professional self-defence training for women/girls under the supervision of the buyer. The training is expected to include basic practical learning in martial arts and self-defence disciplines including Judo, Karate, Wushu, Boxing and Taekwondo.
The scope includes:
- Conducting offline training at the buyer’s location.
- Providing one-hour training sessions as per the defined frequency.
- Delivering basic-level self-defence training modules.
- Covering approximately 2,887 trainees.
- Managing training batches as per the buyer’s requirements.
- Providing participation certificates to trainees.
- Ensuring qualified trainers/instructors are deployed.
- Providing post-training support as mentioned in the bid.
- Maintaining compliance with buyer-added SOP and GeM service terms.
- Ensuring all statutory, labour and documentation compliance.
Pre-Qualification Criteria
Bidders should meet the following pre-qualification requirements:
- The bidder must be registered and eligible to participate on the GeM portal.
- The bidder must have relevant experience in same or similar professional training services.
- The bidder must submit proof of turnover through audited financial statements or CA/Cost Accountant certificate.
- The bidder must upload experience documents such as work orders, contracts or completion certificates.
- The agency should have valid registration/authorisation as applicable.
- The agency/trainer should have relevant sports/self-defence training credentials as per the uploaded SOP.
- The agency should not be blacklisted by any government or semi-government organisation.
- Trainers should not have any adverse criminal record and should provide required character verification documents.
Eligibility Criteria
The tender is open to eligible service providers meeting GeM and buyer-specific conditions. Key eligibility conditions include:
- Valid GeM registration as a seller/service provider.
- Relevant experience in self-defence, martial arts, sports coaching or professional training services.
- Office or operational presence as required in the buyer-added SOP.
- Valid statutory registrations such as GST, TAN, PF, ESIC and Professional Tax, where applicable.
- Valid documents supporting organisation registration.
- Sports association or competent authority recognition/authorisation for relevant disciplines, where required.
- Compliance with labour laws and GeM General Terms and Conditions.
- Compliance with restrictions related to bidders from countries sharing land borders with India.
Professional Qualification Criteria for Trainers
As per the uploaded SOP, trainers/instructors should preferably meet one or more of the following qualification conditions:
- Qualification from the National Institute of Sports (NIS) or equivalent/higher qualification; or
- National-level medalist / state-level medalist / national-level participant in the relevant sport; or
- Graduate or equivalent qualification with C.P.Ed / D.P.Ed / B.P.Ed or higher qualification.
Additional trainer-related conditions include:
- Trainer should be physically fit.
- Maximum age should generally be 40 years as per SOP.
- Trainer should have relevant coaching/training experience.
- CV and qualification documents should be certified/verified by competent authority.
- Trainer should submit character certificate / police verification as required.
Financial Criteria
The GeM bid specifies a minimum average annual turnover requirement of ₹10 lakh for the bidder during the last three financial years. Documentary evidence must be uploaded in the form of certified audited balance sheets or a certificate from a Chartered Accountant / Cost Accountant.
The uploaded SOP also indicates a turnover requirement of ₹10 lakh in any one of the last three financial years, along with supporting ITR and audit reports. Bidders should carefully review the GeM bid and buyer-added SOP/ATC before submission.

Submission Guidelines
Bidders must submit their bids online through the GeM portal under a two-packet bid system. The technical and financial bids should be submitted separately as per GeM requirements.
Key submission instructions:
- Upload all required technical documents on GeM.
- Upload turnover proof, experience documents and certificates requested in ATC.
- Do not include financial/price details in the technical bid.
- Submit the financial quote only in the financial bid section.
- Ensure all documents are valid, readable and properly certified.
- Monitor GeM dashboard for clarifications, representations or buyer responses.
- Technical clarifications may be allowed for 2 days during technical evaluation.
- Reverse Auction will be applicable among eligible technically qualified bidders as per GeM rules.
