Scope of Work

The selected Training Provider will be responsible for implementing short-term skill training for the Back Office Associate – Financial Services job role under MMDUP Phase III. The scope includes:

Training unemployed youth in West Tripura as per the relevant Qualification Pack and National Occupational Standards; arranging trainers with valid Training of Trainers certification; maintaining training infrastructure as per NSDC/SSC norms; preparing detailed session plans and OJT plans; mobilising eligible candidates; conducting training with biometric attendance and monitoring compliance; coordinating assessment and certification; ensuring placement outcomes; and submitting required reports, photographs, attendance, placement proofs, and claim documents as per the payment milestone requirements.

The Training Provider must also ensure at least 75% placement of certified candidates in wage employment or self-employment to claim the placement-based tranche.

Pre-Qualification and Eligibility Criteria

Eligible Training Providers must meet the following conditions:

The bidder must be a legally registered entity such as a Company, LLP, Firm, Society, Trust, Proprietorship, Government Department, Autonomous Body, or valid registration certificate holder under applicable laws.

The Training Provider must have a minimum of three financial years of continuous and active experience in the Indian skill development ecosystem, especially in implementing government, PSU, CSR, or self-funded skill development programmes.

The bidder must submit documentary evidence such as work orders, office orders, MoUs with government departments or reputed organisations, and work completion certificates.

The Training Provider must have or submit valid Letters of Intent from employers or placement agencies. Such employers should be registered under MCA/MSME or applicable laws, have valid workforce operations for at least three years, be profit-making for the last three financial years, and commit to retaining placed candidates for at least one year.

Training centres must be located within Tripura and must comply with NSDC/SSC infrastructure norms. Ownership or lease documents, infrastructure readiness documents, and geo-tagged photographs are required.

Trainers must hold valid job-role-specific ToT certificates issued by the respective Sector Skill Councils.
