Scope of Work
The selected training partner will be responsible for conducting Basic FoSTaC Training and Certification programmes for Food Business Operators and Street Food Vendors across the UT of Jammu & Kashmir.
The scope includes:
- Conducting 160 Basic FoSTaC training programmes, including:
- 110 trainings for Food Business Operators
- 50 trainings for Street Food Vendors
- Training a total of 16,000 trainees, with approximately 100 trainees per batch.
- Organising all training programmes in offline mode only.
- Ensuring training delivery as per the latest FSSAI FoSTaC guidelines, including required training duration, content, trainer standards and training capacity.
- Providing trainees with a basic training kit and IEC / training material in Urdu, Hindi or English, based on trainee language requirements.
- Including COVID awareness and relevant food safety awareness components in the training.
- Sharing the list of trainers and their biodata with FDA Headquarters in advance before scheduling training programmes.
- Completing all training programmes on or before 10 February 2027.
- Uploading the list of trained FBOs / trainees on the FSSAI portal for certificate issuance.
- Submitting training reports and hard copies / soft copies of certificates to the concerned districts and FDA Headquarters.
- Conducting training only in the presence of designated officers of the concerned districts.
- Ensuring that no subcontracting or subletting of training work is done under any circumstances.
Pre-Qualification Criteria
Bidders should meet the following professional and technical requirements:
- Must be an FSSAI-approved / empanelled training partner.
- Must provide a valid FSSAI empanelment certificate.
- Must provide a list of FSSAI-empanelled trainers.
- Trainers should have at least 3 years of training experience.
- Trainer qualification details should be provided as per FSSAI requirements.
- Bidder must have successfully executed at least 300 trainings in the last 3 years.
- Bidder must have trained at least 10,000 trainees in the last 3 years.
- Bidder must have experience of 3 years in same or similar services, preferably with Central / State Government organisations or PSUs.
- Bidder should not be under liquidation, court receivership, bankruptcy or similar proceedings.
Financial Criteria
The bidder must have an average annual turnover of at least ₹25 lakh during the preceding three financial years: 2023–24, 2024–25 and 2025–26.
The bidder must submit documentary evidence such as:
- Audited balance sheets, or
- CA / Cost Accountant certificate indicating turnover details for the relevant financial years.
Tender Fee and EMD
