Scope of Work

The scope involves engaging an external training agency to conduct a structured three-day competent scaffolding inspection training programme for personnel associated with BPREP at BPCL Bina Refinery.

The training must be aligned with applicable safety standards, including OSHA 29 CFR 1926.454 Subpart L, OISD-192, Indian regulatory requirements and certification requirements of Texas Scaffold Training Institute (STI).

Major Scope Components

The selected agency will be responsible for:

  1. Conducting scaffolding inspector training for BPCL BPREP participants.
  2. Organising training in 6 batches, with each batch consisting of 25 participants.
  3. Delivering a three-day / 24-hour programme for each batch.
  4. Providing classroom training, practical hands-on sessions and evaluation.
  5. Covering scaffolding systems, hazards, inspection techniques, safety regulations and certification requirements.
  6. Conducting written and practical assessments.
  7. Issuing Texas STI certification to successful participants.
  8. Ensuring that certificates have a minimum validity of 4 years.
  9. Providing printed and digital training materials.
  10. Deploying certified and experienced trainers.
  11. Submitting detailed training schedules and content outlines.

Training Venue and Facilities

The training will be conducted at BPCL Bina Refinery / BPREP premises. BPCL will provide the training hall, audio-visual system, seating arrangement and material required for practical training. The vendor will be responsible for its own travel, lodging, boarding and food arrangements outside the training period.

The bidder must have executed and completed similar work during the previous seven years, counted from the final bid due date. The bidder must meet any one of the following experience conditions:

Definition of Similar Work

Similar work means conducting a minimum 3-day STI-certified course on Scaffold Inspector Training / Competent Scaffold Inspector Training in any of the following sectors:

  1. Petroleum refineries
  2. Petrochemical plants
  3. Fertilizer plants
  4. Chemical plants
  5. Construction industry

Only the experience of the bidding entity will be considered. Jobs executed by a bidder for its own company / firm will not be treated as qualifying experience.

The tender documents do not clearly state a separate estimated cost value in the available IFB / GeM text. Based on the BQC thresholds, the indicative annualized estimated value appears to be approximately ₹14.40 lakh excluding GST, and the indicative 2-year value may be approximately ₹28.80 lakh excluding GST. Submission Guidelines

  1. Bids must be submitted online through the GeM portal only.
  2. The bid must be submitted under the Two Packet Bid system.
  3. The techno-commercial bid should be unpriced.
  4. Price should not be mentioned in the unpriced bid.
  5. The bidder must quote a lump-sum rate including taxes / GST on the GeM portal.
  6. The price breakup sheet must be uploaded only in the financial breakup section.
  7. The Grand Total in the uploaded price breakup sheet must match the final quoted value on the GeM portal.
  8. Bidders must quote in Indian Rupees only.
  9. All corrigenda, amendments, extensions and clarifications will be uploaded on the GeM / e-tender portal.
  10. Bidders must regularly check the GeM portal for updates.
  11. Technical clarification time during evaluation is 2 days.
  12. The price bid of technically accepted bidders will be opened later, after completion of techno-commercial evaluation.

Payment Terms

Payment will be made after successful completion of each training batch and issuance of at least 25 successful completion certificates for that batch. As per the GeM bid, payment will be made within 30 days from the issue of the Service Delivery Acceptance Certificate (SDAC) and online submission of bills.
