Scope of Work
The selected Vocational Training Provider will be responsible for implementing vocational education activities in allotted Government and PM SHRI schools of Chhattisgarh. The major scope includes:
- Deploying full-time qualified Vocational Trainers in each allotted school as per sector/job role requirement.
- Delivering theory and practical classes according to the school timetable and PSSCIVE-prescribed curriculum.
- Conducting internal formative assessments and supporting assessment/certification activities for Class 10 and Class 12 students.
- Organising guest lectures, industrial visits, awareness activities, counselling sessions and student mobilisation activities.
- Supporting on-the-job training, practical exposure, apprenticeship and placement linkages.
- Maintaining student tracking records for higher education, employment, apprenticeship and progression outcomes.
- Coordinating with Sector Skill Councils, schools, district authorities and the State Project Office.
- Submitting monthly reports, attendance records, trainer performance updates, compliance reports and placement/apprenticeship records.
- Ensuring timely payment of honorarium to Vocational Trainers and maintaining transparent payment records.
- Supporting online attendance, geo-tagging and real-time monitoring systems if directed by Samagra Shiksha.
Pre-Qualification Criteria
Eligible bidders should meet the following key requirements:
- Joint venture or consortium is not allowed.
- State and Central PSUs are not eligible if they are not directly involved in the scope of work.
- Eligible entities include registered companies, partnership firms, LLPs and proprietorship firms with valid GST registration in India.
- The bidder should have been operational for at least 5 years as on the bid submission date.
- The bidder should have valid PAN, GST registration and tax/GST compliance documents.
- The bidder must submit a notarised undertaking confirming that it is not insolvent, not blacklisted/debarred, has no conflict of interest, has not wilfully defaulted in employee/Vocational Trainer payments, and that submitted information is true and complete.
- The bidder must be an NSDC approved/empanelled Training Provider with valid certificate as on the bid submission date.
- The bidder must possess valid affiliation/accreditation with the relevant Sector Skill Councils or competent authority recognised by MSDE/NSDC for the applied trades/sectors.
- The bidder must have operational presence in at least two States/Union Territories during the last five years and must currently have ongoing projects in at least one State/Union Territory.
- The bidder should have operational experience in implementing vocational education in at least 200 schools across any States/Union Territories and should have an order value of at least ₹4 crore.
- The bidder should have trained at least 5,000 candidates across trades in any one of the last three years, with at least 2,500 candidates certified by Sector Skill Council or competent authority.
- Formal MoUs/SLA/LoE/LoI with employers in related trades/sectors are required for training and placement linkage.
Financial Criteria
The bidder must have an average annual turnover of at least ₹10 crore during the last three financial years. The bidder must submit audited balance sheets, profit & loss account / income and expenditure statements, ITR documents and CA-certified turnover certificate for the relevant financial years.
The GeM bid mentions a minimum average annual turnover requirement of ₹1000 lakh for the last 3 years. MSE and startup relaxation for turnover and experience is not available under this bid.
Submission Guidelines
The bid must be submitted online through the GeM portal only. The bid is a two-packet bid, requiring technical and financial submissions. Applications submitted by hand, email or facsimile are not acceptable.
Bidders should upload all required documents in the correct place on the GeM portal, duly signed and sealed wherever required. Each bidder is allowed to submit only one application as an individual entity. Submitting more than one application may lead to rejection.
The financial bid will be opened only for bidders who qualify the eligibility and technical evaluation parameters. Schedule-wise / item-wise L1 evaluation will be followed, and there may be separate L1 bidders for different trades/schedules.
Evaluation Criteria
The technical evaluation includes parameters such as average turnover, number of candidates trained, number of states where CSS-VSHSE has been implemented, employer MoUs, years of vocational education experience, and number of schools covered. Bidders scoring the required minimum technical marks will be considered for financial bid opening.
The lowest quoted price for each schedule/trade will be considered for L1 evaluation. If two bidders quote the same rate, the bidder with better technical credentials may be considered.
