Important Dates and Deadlines

Scope of Work

The selected agency will act as the implementing agency for skill development training under the Development Councils. The scope includes:

1. Conducting skill development training based on curriculum prescribed by NSDC.
2. Providing classroom and lab facilities as per Sector Skill Council norms.
3. Conducting assessment of candidates through respective SSC or third-party assessment agencies.
4. Following costing rates as per SSC / NSDC norms.
5. Maintaining documentation of training through videos and photographs from commencement to completion.
6. Submitting quarterly reports, attendance records, progress reports and final completion reports to the Directorate.
7. Following the Standard Operating Procedure shared by the Directorate for implementation of training activities.
8. Making a presentation on training model, approach methodology and expected outcomes.

Training Coverage and Job Roles

As per the ATC document, the project covers residential and non-residential training for candidates from Gorkha and Koch Rajbongshi communities.

Gorkha Community – Residential Training

Note: The ATC document mentions 185 residential candidates and 1,285 non-residential candidates, while the GeM service quantity reflects 1,250 trainees. Bidders should verify the final target quantity on the GeM portal and with the buyer before submission.

Pre-Qualification and Eligibility Criteria

Eligible bidders must be Training Institutes / Organisations meeting the following conditions:

1. The bidder must be an organisation or training institute having an incorporation certificate, trust registration or society registration under the Societies Registration Act, XXI of 1860.
2. The bidder must be mandatorily registered in Assam and operational in Assam for at least 3 years.
3. The organisation should have been in existence in Assam for at least 10 years.
4. The bidder must have at least 3 years of experience in conducting skill development training.
5. The bidder must have relevant skill development training work orders from Assam State Government in the last 3 years.
6. The bidder must have experience of working with Development Councils / Autonomous Councils of Assam in the last 3 years.
7. The bidder must have trained at least 3,000 candidates in the last 5 years.
8. The bidder must possess valid PAN.
9. The bidder must not have been blacklisted by any Government department, agency, ministry or PSU in the last three financial years and should not be blacklisted at the time of bidding.
10. All bid documents should be self-attested by the bidder.

Financial Criteria

The bidder should have a minimum average annual turnover of ₹2 crore during the last three financial years: 2022–23, 2023–24 and 2024–25. A CA-certified Turnover Certificate with UDIN must be submitted.

No specific net worth requirement is mentioned in the uploaded bid documents.

Work Experience Criteria

The bidder must have minimum 3 years of experience in similar skill development training services. The work order requirement includes:

1. One single work order related to skill development training of at least ₹1 crore; or
2. Two single work orders of minimum ₹60 lakh / ₹80 lakh each; or
3. Three single work orders of minimum ₹35 lakh each from Assam State Government during the last 3 years.

Note: The ATC document mentions ₹60 lakh for two work orders, while the GeM qualification matrix mentions ₹80 lakh. Bidders should follow the stricter requirement or verify the final criterion from the buyer before submission.

Submission Guidelines

Bidders must submit their bid through the GeM portal only. In addition, the ATC requires one original hard copy of the proposal signed by the authorised signatory in ink. Typed or pencil signatures are not acceptable.

The technical bid documents should be submitted in a sealed envelope superscribed with:

“Selection of Agency for Implementation of Skill Development Training under Various Development Councils for the year 2025–26”

The envelope should be addressed to:

Directorate of Welfare of SC & BC, Assam & Office of the Member Secretary, Gorkha Development Council & Koch Rajbongshi Development Council, Swahid Dilip Huzuri Path, Sarumotoria, Dispur, Guwahati-06.

Financial bid must be submitted online in the prescribed format. Rates must be quoted in Indian Rupees and should be inclusive of all taxes, duties, levies and other charges.
