Scope of Work

The selected agency will be responsible for deploying trained and disciplined private security guards for railway premises and assets at the specified locations under Sonpur Division.

Manpower Requirement

The contractor must ensure relievers for weekly off and leave requirements. The work involves deployment across three shifts, wherever applicable, for continuous security coverage.

Main Responsibilities

The scope includes access control, entry and exit management, protection of railway property, regular patrolling, emergency response, record keeping, incident reporting and compliance with instructions issued by railway officials.

Security personnel will be required to safeguard railway assets, prevent theft, pilferage, vandalism, trespassing and unauthorized entry into restricted areas. Guards must maintain visitor registers, vehicle registers and duty logs and immediately report any security breach or untoward incident to the railway representative.

Pre-Qualification Criteria

The tender is open to eligible agencies involved in the execution of similar security manpower services. The bidder must fulfil the technical, financial and statutory eligibility requirements as prescribed in the tender.

Technical Experience Criteria

The bidder should have satisfactorily completed, during the last three previous financial years and the current financial year up to the date of tender opening, at least one similar single service contract of minimum 35% of the advertised bid value.

For this tender, the minimum similar work value is approximately ₹51,47,900.

Similar service contract means security duties for guarding government premises such as offices, clubs, rest houses, inspection bungalows, hospitals or similar premises under Indian Railways, Central Government, State Government or Public Sector Undertakings.

Experience certificates from private individuals will not be accepted. Certificates from public listed companies, private companies or trusts may be considered only if the issuing organisation has annual turnover of ₹500 crore or above and the certificate is issued from the Head Office by an authorised person.

EMD, Tender Fee and Performance Security

The tender fee is Nil. The EMD amount is ₹2,23,550. Bidders seeking EMD exemption must upload valid supporting documents as per GeM General Terms and Conditions. Under the MSE category, only manufacturers for goods and service providers for services are eligible for EMD exemption; traders are excluded.

The EMD may be submitted through Account Payee Demand Draft in favour of FA AND CAO EC RAILWAY, payable at Hajipur. The bidder must upload the scanned copy or proof of DD with the bid and ensure delivery of the hard copy to the buyer within 5 days of the bid end or bid opening date. EMD may also be accepted in the form of a surety bond as per the bid conditions.

The successful bidder must submit ePBG equivalent to 5% of the contract value for a duration of 26 months. Performance security may also be submitted in the form of FDR as per the conditions stated in the bid document.

Submission Guidelines

Bids must be submitted electronically through the GeM portal. The tender follows a two-packet bid system, consisting of technical and financial bids. The technical bid will be evaluated first based on eligibility, work experience, financial strength, documents and compliance. The financial bid will be opened only for technically qualified bidders.

Bidders must upload all mandatory documents, certificates, undertakings and financial documents as required under the NIT, ITT, ATC and GeM bid document. Conditional offers are liable to be rejected. The financial bid must include the required price breakup and all rates should be inclusive of GST, taxes, minimum wages, EPF, ESIC and other applicable statutory liabilities.
