Scope of Work

The selected bidder will be responsible for providing ready food and refreshments to trainees participating in residential and non-residential training programmes conducted by DIET Tumkur and related training locations/taluks.

The scope broadly includes:

1. Supply of lunch, coffee/tea and evening snacks as per tender requirements.
2. Supply of food as per the approved menu, timing and quantity specified by the authority.
3. Ensuring fresh, hygienic, nutritious and good-quality food.
4. Providing food on time during training programmes.
5. Maintaining cleanliness in food preparation and serving.
6. Using quality ingredients, cooking oil and fresh vegetables.
7. Ensuring food handlers follow hygiene practices such as use of apron, cap and hand gloves.
8. Providing services as per directions issued by DIET Tumkur and concerned officials.

Pre-Qualification Criteria

Eligible bidders should meet the basic pre-qualification requirements specified in the tender document, including:

1. The bidder should be a registered agency, institution, company, trust or legal entity authorised to provide food/catering services.
2. The bidder should have relevant experience in food supply/catering services, preferably for government or semi-government offices/institutions.
3. The bidder should submit proof of food supply/catering experience and satisfactory service certificates.
4. The bidder should not be under any declaration of ineligibility for corrupt or fraudulent practices by the Government of Karnataka.
5. The bidder must comply with all terms and conditions of the tender document.

Eligibility Criteria

The bidder must fulfil the eligibility requirements and submit supporting documents with the technical bid. Key eligibility conditions include:

1. Valid registration certificate from the concerned authority.
2. PAN card of the bidder/organization.
3. GST registration certificate, wherever applicable.
4. Income Tax Return details and audited financial documents as required.
5. Experience certificates for food supply/catering services.
6. Proof of average annual turnover as certified by a Chartered Accountant.
7. Undertaking to supply quality, hygienic and nutritious food.
8. Acceptance of all tender terms and conditions.
9. Submission of tender fee and EMD through the prescribed e-Procurement payment mode before the bid submission deadline.

Financial Criteria

The tender document specifies that the bidder should have an average annual turnover of at least ₹5.00 lakh during the relevant financial years, supported by Chartered Accountant-certified documents.

The tender does not specifically mention a separate net worth requirement. Bidders should therefore refer to the official tender document and e-Procurement portal for any updates or clarifications.

Tender Fee and EMD Details

Submission Guidelines

Bids must be submitted online through the Karnataka Public Procurement Portal. The tender follows a two-cover system consisting of:

1. Technical Bid – containing eligibility, registration, financial, experience and supporting documents.
2. Financial Bid – containing quoted rates as per the e-Procurement portal format.

Important submission instructions:

1. Bidders must register on the e-Procurement portal and use valid digital signature credentials.
2. All required documents must be scanned and uploaded with the technical bid.
3. The financial bid should be submitted only in the prescribed online format.
4. Bidders should not mention financial rates in the technical bid.
5. The tender fee and EMD must be paid online before the bid submission deadline.
6. Incomplete, incorrect or unsupported bids may be rejected.
7. The authority may verify original documents before final award.

Evaluation Process

The technical bids will be opened first and evaluated based on the eligibility criteria and supporting documents submitted by bidders.

Only technically qualified bidders will be considered for financial bid opening. The financial evaluation will be based on the quoted rates and tender conditions. The bidder quoting the lowest responsive rate may be considered as L1, subject to fulfilment of technical and quality requirements.

In case of identical rates or other evaluation issues, the decision of the tendering authority will be final as per applicable procurement rules.
