Pre-Qualification Criteria

Eligible bidders should fulfil the following pre-qualification conditions:

1. The bidder must be a registered Society, Trust, Firm, Company, Partnership Firm or Proprietorship Firm incorporated under the relevant Indian law.
2. The bidder must have at least one office in Gujarat.
3. The bidder or its OEM should have same or similar work experience with any Central Government, State Government, PSU or Public Listed Company.
4. The bidder should meet the required turnover criteria and submit relevant audited financial documents or CA / Cost Accountant certification.
5. The bidder should not be under liquidation, court receivership, bankruptcy or similar proceedings.
6. The bidder should not be blacklisted or debarred by any Government or Government agency.
7. Required certifications, financial documents, undertakings and technical documents must be uploaded with proper self-attestation, signature, stamp, index and page numbering.

Experience Criteria

The bidder or OEM must have experience in same or similar services during the previous three financial years: 2023–24, 2024–25 and 2025–26.

The experience may be demonstrated through one of the following:

Relevant work orders, contracts and supporting documents should be uploaded with the bid.

Financial Criteria

The bidder must meet the financial requirements specified in the bid and attached ATC.

Financial Requirements

1. Minimum average annual turnover: ₹8 lakh for the last 3 years
2. ATC condition: Turnover should be 200% of the estimated cost
3. Financial years considered: 2023–24, 2024–25 and 2025–26
4. Documents required: Audited balance sheets or CA / Cost Accountant certificate
5. Bank solvency: ₹2 lakh, not older than 1 year
6. Income Tax Returns: 2023–24, 2024–25 and 2025–26
7. GST3B challans: Last 3 months
8. Net Worth Certificate: Required
9. Financial standing undertaking: Required on notarized affidavit on ₹300 stamp paper

Tender Fee, EMD and Performance Security

No EMD has been prescribed in the bid. Tender fee is also not mentioned.

However, the successful bidder may be required to submit ePBG / performance security as per the GeM bid conditions.

Submission Guidelines

1. The bid must be submitted online through the GeM portal.
2. The bid is a two-packet bid, meaning technical and financial submissions must be made separately as per GeM process.
3. All eligibility, financial, technical and supporting documents must be uploaded online.
4. Price-related information should be submitted only in the financial bid.
5. Documents should be self-attested, signed and stamped.
6. Documents should include proper indexing and page numbering.
7. Bidders should review the full GeM bid, attached scope document, ATC and any corrigendum before submission.
8. Bidders should ensure compliance with applicable GeM terms and conditions, labour laws, statutory requirements and buyer-added conditions.
