Scope of Work

The selected agency or vehicle owner will be responsible for providing two buses for the Female Health Worker Training School, Lamphel. The buses will be used for transportation of students, trainees, faculty, staff and officials for academic purposes, clinical postings, examinations, educational tours, field visits and other official institutional requirements.

The hired buses must be available during the contract period and shall remain under the control of the Principal, Female Health Worker Training School, Lamphel. The vehicle service may be required on a 24x7 basis as per institutional requirement.

Vehicle Requirement

Pre-Qualification Criteria

Bidders should be reputed, experienced and financially sound firms, agencies or vehicle owners capable of providing bus services as per the tender conditions. Preference will be given to firms, agencies or individuals having prior experience in providing bus services to schools, colleges or institutions.

The bidder must possess valid statutory and vehicle-related documents, including GST registration, PAN card, latest GST and income tax filings, vehicle registration documents, insurance, permit, fitness certificate, tax clearance and Pollution Under Control certificate.

Eligibility Criteria

Eligible bidders should fulfil the following conditions:

1. The bidder may be a firm, agency, contractor, individual vehicle owner or registered service provider.
2. The bidder should have a registered office or establishment within Manipur.
3. The bidder should possess a valid GST registration and PAN card.
4. Latest GST filing documents and income tax return filings for 2024–25 must be submitted.
5. The bidder should provide details of registration with any Government Department, Public Sector Undertaking or MSME, if applicable.
6. The vehicle should have valid RC, fitness certificate, insurance, permit, tax clearance and PUC certificate.
7. The bidder must provide self-attested copies of vehicle registration documents.
8. The bidder should not transfer or sublet the contract to any other agency or party without prior written approval.
9. The agency must comply with applicable labour laws, statutory requirements and traffic regulations.

Driver Requirement

The driver provided by the agency or firm must:

1. Hold a valid commercial driving licence.
2. Have minimum three years of driving experience.
3. Be medically fit, disciplined and courteous.
4. Wear proper uniform and identity card while on duty.
5. Carry all required vehicle and driving-related documents during duty hours.

Financial Criteria

The tender document requires bidders to be financially sound. However, no specific minimum annual turnover or net worth amount has been prescribed in the document.

The successful bidder will be required to deposit a Performance Security Deposit of ₹1,50,000 after issuance of the work order. This amount will be refundable after satisfactory completion of the contract, without interest.

Financial Bid Requirement

The financial bid should quote the rate per day for bus hiring. The quoted rate must be inclusive of all taxes, GST, fuel, driver charges and maintenance charges. No additional charges will be payable by the institute.

The tender document mentions a ceiling rate of ₹4,000 per day per bus including GST.

Submission Guidelines

Bidders must submit the technical and financial bids online through the Manipur e-tender portal. All supporting documents must be uploaded in scanned format and should be clear, legible and high-resolution. Illegible documents may lead to rejection of the bid.

No physical submission of tender documents is permitted, except for the original Demand Draft or Banker’s Cheque for Tender Fee and EMD, which must be submitted separately in a sealed envelope before the deadline.
