Scope of Work

The selected agency will act as the implementing organisation or institute for delivering residential coaching and vocational training for APSC prelims and other competitive examinations. The scope includes:

1. Providing 12-month training for 120 candidates.
2. Covering 90 Koch Rajbongshi Community students and 30 Chutia Community students.
3. Delivering training for APSC prelims and other competitive examinations.
4. Providing complete study materials, class schedules and mock tests for all stages of examinations.
5. Ensuring availability of qualified faculty for the training programme.
6. Maintaining attendance records of trainees / candidates / aspirants.
7. Submitting attendance, progress reports and final training reports to the Department.
8. Conducting the assignment transparently and in compliance with applicable laws, rules and regulations.
9. Starting work within 90 days from the date of issuance of work order.

Pre-Qualification Criteria

Eligible bidders should meet the following pre-qualification requirements:

1. The bidder must be an organisation or training institute with valid incorporation / registration certificate.
2. The organisation must be mandatorily registered in Assam and operational in Assam.
3. The bidder must have relevant experience in competitive examination coaching.
4. The bidder must have work orders related to competitive exam coaching from Assam State Government.
5. The bidder must have experience of working with Assam State Government departments, colleges and universities for APSC and other government exam coaching.
6. The bidder must submit a list of faculty members along with CVs and certificates.
7. No joint consortium, joint venture or association beyond a single entity is allowed.
8. The bidder must not be blacklisted, banned, delisted or declared ineligible by any Government authority or PSU.

Eligibility Criteria

The bidder should submit documentary evidence to establish eligibility, including:

1. Registration Certificate / Trade License.
2. Proof of registered office in Assam.
3. PAN Card of the organisation / institution.
4. GST Registration Certificate.
5. MSME UDYAM Registration, if applicable.
6. CA-certified turnover certificate with UDIN for FY 2022-23, FY 2023-24 and FY 2024-25.
7. Work orders / MoUs / completion certificates for competitive exam coaching.
8. Work orders / MoUs / completion certificates with Assam Government departments, colleges and universities.
9. List of faculty with CVs and certificates.
10. Proof of branches / project centres in Assam, including rent agreement / MoU and classroom photographs.
11. Undertaking confirming non-blacklisting / non-ineligibility.
12. Annexure A, Annexure B and Forms Tech 1 to Tech 7.

Financial Criteria

The bidder should have a minimum average annual turnover of ₹1.5 crore over the last three financial years: FY 2022-23, FY 2023-24 and FY 2024-25. Documentary proof must be submitted in the form of audited financial statements or CA / Cost Accountant certificate.

The financial bid must be submitted online through GeM in Indian Rupees. The quoted price should be inclusive of all applicable taxes, duties, levies and other charges. Percentage-based values are not allowed in the financial bid.

Tender Fee and EMD

The tender fee is Nil. The EMD amount is ₹8,00,000, payable through DD / FD as mentioned in the EOI. The GeM bid also states that EMD may be accepted in the form of a surety bond. EMD exemption is available only for eligible bidders under GeM rules, subject to uploading valid supporting documents.

Unsuccessful bidders’ EMD / FD / DD will be returned within 30 days from finalisation of the order. The EMD of the successful bidder will be returned after completion of the project.

Submission Guidelines

Bidders must apply through the GeM portal. In addition to online submission, one original hard copy of the technical proposal must be submitted, signed in ink by the authorised signatory. Typed or pencil signatures will not be accepted.

The hard copy technical bid must be submitted in a sealed envelope superscribed with the EOI title and addressed to:

The proposal should be complete, self-attested and free from overwriting, correction or double typing. Any deficiency in documents may lead to rejection of the bid.

Evaluation Process

The tender follows a Quality cum Cost Based Selection (QCBS) method with 80% weightage for technical evaluation and 20% weightage for financial evaluation.

Only bidders securing the minimum qualifying technical score of 60 marks will be considered for opening of financial bids. The highest combined score will be considered for award of contract, and negotiations may be held if required.
