Scope of Work

The scope covers the delivery of a Global Supply Chain Management Program – Online through an eligible global elite university or authorised university partner. The course should cover the following areas:

1. Role of supply chains in improving global operational efficiency
2. Product distribution and supply chain management concepts
3. Global sourcing and supply chain strategy
4. Risk management models for global supply chain risk mitigation
5. Digital transformation in global corporate supply chains
6. Development of an action plan for improving global supply chain management

The university or partner is expected to provide access to relevant certification courses through a Learning Management System. The LMS should include online lectures, quizzes, assignments and discussion forums. The content should be updated and aligned with industry standards. Instructors should be qualified faculty members or industry experts with relevant experience.

The scope also includes learner support through LMS-based Q&A forums and email support, assessment through exams or projects, and issuance of digital certificates after successful completion.

Pre-Qualification and Eligibility Criteria

Bidders should carefully review the GeM bid document and uploaded annexures before participating. Key eligibility requirements include:

1. The bidder must have 7 years of past experience in the same or similar services.
2. Past experience of similar services is mandatory.
3. The bidder must upload relevant contracts, work orders or supporting documents to establish experience.
4. MSE and Startup relaxation for experience and turnover is not available in this bid.
5. The certification program should be provided by elite universities having QS ranking up to 100.
6. In case of a non-university bidder, the bidder must submit a declaration on company letterhead stating that the programs are proprietary programs from the university.
7. Resellers are not eligible to participate in the bidding process.
8. The bidder must comply with SOW, STC, SLA, statutory and regulatory requirements.
9. Bidders must comply with applicable labour laws and GeM General Terms & Conditions.
10. Bidders from countries sharing land borders with India must comply with applicable registration requirements under GeM/Government rules.

Tender Fee and EMD

Payment Terms

As per the uploaded payment terms annexure, 100% payment is to be released after completion of training and issuance of certificates to users / trainees / students. 6. The bid remains valid for 180 days from the bid closing date.
