Scope of Work
The selected agency will set up and operate a dedicated Project Management Unit (PMU) to support APTS in the effective implementation of the Skill Training Program. The PMU will monitor the Skill Training Partner and ensure quality training delivery, compliance, performance management and achievement of project targets.
Major Scope Components
- Training Plan Management
The PMU will coordinate with the Skill Training Partner for training plans, review batch calendars, training schedules and target allocation, and ensure alignment with approved job roles.
- Stakeholder Coordination
The agency will act as a coordination interface between the Department, Skill Training Partner, assessment agencies, district authorities, APBOCWWB and APTS.
- Online Skill Training Registration Monitoring
The PMU will monitor registrations, validate trainee details and coordinate with district nodal officers for approvals.
- Batch Monitoring
The agency will track batch commencement, course progress, attendance, assessments, certifications and batch completion.
- Compliance Monitoring
The PMU will monitor compliance with scheme guidelines, branding norms, safety standards, quality standards, assessment procedures and certification requirements.
- Skill Training Partner Performance Monitoring
The selected agency will develop scorecards, track KPIs, monitor enrolment, completion and certification rates, and rank the Skill Training Partner based on performance.
- Assessment and Certification Monitoring
The agency will coordinate assessment schedules, ensure transparent assessment processes and monitor certification issuance.
- MIS and Dashboard Management
The PMU will maintain a centralized MIS/dashboard for tracking training progress, validate uploaded data and ensure accuracy, completeness and timely updates.
- Reporting and Review Support
The agency will prepare monthly progress reports, performance reports, dashboard presentations, review notes and analytical recommendations.
- Data Analytics and Insights
The PMU will analyse training outcomes, identify trends and recommend data-driven interventions for improvement.
- Documentation Verification
The agency will verify candidate enrolment documents, training progress records, assessment documents and Skill Training Partner claims/invoices.
- Payment Processing Support
The PMU will support validation of milestone-based payments and recommend release or withholding of payments based on compliance and performance.
- Continuous Improvement and Impact Assessment Support

Selection Methodology
The tender will be evaluated using the QCBS method. The technical score will carry 70% weightage and the financial score will carry 30% weightage. Financial bids will be opened only for bidders who score at least 60 marks in the technical evaluation.
The bidder securing the highest composite score will be considered the most responsive bidder for award of the project.
