Scope of Work

The selected firm or training institute will be responsible for providing faculties for conducting the System and Network Security Course for subordinates at GREF Centre, Pune.

The scope includes:

1. Hiring/deployment of minimum two qualified faculties for the course.
2. Conducting offline classroom-based instructor-led training.
3. Covering networking concepts, system security and network security modules.
4. Preparing the complete course content, training schedule and period-wise topics.
5. Providing presentations, audio-visual training material, practical sessions and handouts.
6. Providing laptops compatible with the required software for students during the course.
7. Conducting tests/examinations during or at the end of the course.
8. Providing participation certificates after successful completion.
9. Providing welcome kits and study materials to participating students.
10. Submitting faculty details, qualifications and experience along with the bid.
11. Coordinating with the Officer-in-Charge/Commander, Indn & Trg Bn, GREF Centre, Pune after award of bid.

Pre-Qualification Criteria

Bidders should meet the following pre-qualification requirements:

1. The bidder should be a registered or recognised firm, institution or organisation.
2. The bidder should have previous experience in conducting System and Network Security course capsules.
3. As per the GeM bid, minimum 1 year of past experience is required for same or similar services.
4. The bidder should submit proof of previous courses conducted, along with organisation details and course details.
5. The bidder should have the capability to deploy at least two qualified faculties.
6. The bidder must submit all required certificates and supporting documents in PDF format.
7. The bidder should not be under liquidation, court receivership or similar proceedings and should not be bankrupt.

Faculty Eligibility Criteria

The faculties proposed for the training must meet the following criteria:

1. Qualification: Graduation or post-graduation in Electronics & Communication, Computer Science, Information Technology or equivalent discipline.
2. Experience: Minimum 2 years of training/teaching experience in the relevant subject.
3. Faculties must have sufficient subject expertise in the field they are teaching.
4. Faculty qualification and experience proof must be submitted along with the bid.
5. Faculties must carry ID cards issued by the firm during the course period.
6. The selected faculties are required to follow the prescribed uniform requirements during the course.

Financial Criteria

The tender document does not specify a minimum average annual turnover or net worth requirement. However, bidders must submit an undertaking confirming that they are not under liquidation, court receivership, bankruptcy or similar proceedings.

The bidder must quote a lump sum amount for the complete training course. The quoted price should include all applicable expenses such as:

1. Faculty charges
2. Transportation charges
3. Lodging and food charges
4. Audio-visual material
5. Presentations
6. Practical sessions
7. Handouts and study material
8. Welcome kits
9. Applicable taxes, GST, cess, royalty and other charges

No extra amount will be paid separately. Per-student cost will not be considered.

Submission Guidelines

Bidders must submit their bids online through the GeM portal before the bid end date and time. The bid is a two-packet bid, and bidders should ensure that technical and financial details are submitted correctly.

Key submission points:

1. Bid must be submitted online through GeM.
2. Technical documents must be uploaded in PDF format.
3. Price elements should be submitted only in the financial bid.
4. All certificates and documents requested in the bid, ATC and corrigendum, if any, must be uploaded.
5. Bidders seeking MSE or Startup relaxation must upload supporting documents.
6. Clarifications may be sought through the GeM portal or by contacting the buyer as per bid instructions.
7. Any clarification request should be submitted at least three days before the original or extended bid submission deadline.
8. The successful bidder will be required to coordinate with GREF Centre, Pune before commencement of training.

1. Firm registration certificate/details with Government.
2. GeM registration details.

4. Bid Security Declaration as per prescribed format.
5. Undertaking for acceptance of tender terms and conditions.
6. Undertaking regarding financial standing/non-bankruptcy/non-liquidation.
7. Proof of minimum 1 year experience in same/similar services.
8. Details of previous System and Network Security courses conducted.
9. Work orders/supply orders/course completion proof, wherever applicable.
10. Details of minimum two proposed faculties.
11. Faculty degree/diploma certificates.
12. Faculty experience certificates showing at least 2 years relevant training/teaching experience.
13. Details of course content, handouts and training methodology.
14. Contact details and email ID of the course coordinator.
15. Documents for MSE/Startup relaxation, if applicable.
16. Any additional document requested in ATC or corrigendum.
