Scope of Work

The selected service provider will be responsible for conducting Solar Panel Technician Training for 75 trainees in Tapi district. The training must be delivered in offline mode at the service provider’s location.

The broad scope includes:

  1. Conducting basic-level Solar Panel Technician Training.
  2. Delivering training for approximately 45 days, 4 hours per day, on weekdays.
  3. Providing qualified technical trainers for the programme.
  4. Maintaining required training infrastructure, equipment, tools, accessories and support systems.
  5. Providing trainee kits as required under the tender conditions.
  6. Submitting a sample of the trainee kit by the tender date, as required in the ATC.
  7. Ensuring all quoted prices are inclusive of taxes, duties, local levies, transportation, loading/unloading, insurance, accessories and labour work.
  8. Providing dedicated/toll-free service support number and escalation matrix.
  9. Ensuring compliance with GeM terms, service-specific conditions and buyer-added ATC clauses.

Pre-Qualification Criteria

Bidders must meet the following pre-qualification requirements:

  1. The bidder should not be under liquidation, court receivership, similar proceedings or bankruptcy.
  2. The bidder must have relevant experience in same or similar services.
  3. The bidder should have at least 3 years of employment-oriented or equivalent training experience.
  4. The bidder must have an office in the state of the consignee and submit documentary evidence.
  5. The bidder must provide proof of past experience through contract copies, invoices, execution certificates or similar documents.
  6. The bidder must submit an ISO Quality Management certification.
  7. The bidder must submit an undertaking/declaration for non-blacklisting on ₹300 notarised stamp paper.
  8. The bidder should have an authorised dealer/seller presence in Gujarat, with proof.
  9. The bidder must submit an acceptance letter for buyer-added ATC clauses.

Eligibility Criteria

Eligible bidders should comply with the following conditions:

  1. Must be registered on GeM and eligible to participate in the bid.
  2. Must provide PAN, GSTIN and cancelled cheque.
  3. Must submit updated Udyam Certificate, if applicable.
  4. Must submit Shop and Establishment Certificate in the state of consignee.
