Uttarakhand Skill Development Society (UKSDS) has invited applications for empanelment of Project Implementation Agencies (PIAs) for the Employment Linked Skill Training Programme (ELSTP) for FY 2026-27. The objective of the empanelment is to identify eligible training providers and implementation agencies for delivering NSQF-aligned, industry-linked and placement-oriented skill development programmes for youth in Uttarakhand.
Empanelled PIAs may be considered for allocation of physical training targets under ELSTP and other state-sponsored skill development initiatives of UKSDS. However, empanelment does not guarantee allocation of targets, work orders or financial commitment. Target allocation will depend on availability of funds, programme requirements, approved job roles, district-wise demand, organizational capacity, placement capability and approval of the competent authority.

Scope of Work
The empanelled PIAs will be responsible for implementing employment-linked skill training programmes under ELSTP. The broad scope includes:
- Mobilization and counselling of eligible candidates for job-role-based training.
- Aadhaar-linked registration and verification of trainees before training commencement.
- Delivery of physical, in-person training through valid accredited and affiliated training centres.
- Conducting residential or non-residential training as per approved programme requirements.
- Ensuring training centre readiness, infrastructure, equipment, labs, classrooms and facilities as per QP/NOS requirements.
- Maintaining Aadhaar Enabled Biometric Attendance System (AEBAS) for trainees and trainers.
- Installing CCTV cameras and sharing classroom/lab recordings with UKSDS at prescribed intervals.
- Ensuring compliance with data protection and privacy requirements under applicable law.
- Delivering training as per SSC-approved model curriculum and NSQF-aligned Qualification Packs.
- Deploying qualified and ToT/SSC-certified trainers for the proposed job roles.
- Conducting assessment and certification through NCVET-recognized awarding bodies or SSC-approved assessors.
- Facilitating wage employment, self-employment, entrepreneurship or gig employment opportunities.
- Achieving a minimum placement rate of 70% of successfully certified candidates.
- Maintaining placement records and supporting evidence such as appointment letters, salary slips, bank proofs, EPF/ESIC records or self-employment documents.
- Supporting post-placement tracking for at least 3 months from the date of employment/joining.
Target Beneficiaries
The programme is intended for eligible youth seeking fresh skilling, reskilling and upskilling opportunities. It will include unemployed youth, underemployed youth, school dropouts, out-of-education youth and individuals seeking livelihood improvement.
Special focus will be given to women, persons with disabilities, transgender persons, economically weaker sections, residents of urban slums, underserved communities and other vulnerable groups identified by the State Government. The eligible age range for short-term training is generally 15 to 45 years, subject to job-role-specific requirements.

The following types of organizations may apply, subject to fulfilment of prescribed eligibility criteria:
- Government institutions, Central/State Government bodies and PSUs
- Private educational institutions
- Companies and firms
- Industry associations and industry partners
- MSMEs
- Captive employers
Consortiums, joint ventures or association-based applications are generally not permitted, except in specific captive employment models subject to UKSDS approval.
Pre-Qualification Criteria
Applicants must meet the following key pre-qualification requirements:
- Valid registration certificate of the organization/firm.
- Valid SMART Accreditation Certificate and/or Skill India Digital Hub (SIDH) Registration Certificate for FY 2026-27, wherever applicable.
- Audited turnover and positive net worth certificate for FY 2023-24, FY 2024-25 and FY 2025-26, certified by a Chartered Accountant.
- Completion certificate issued by State Skill Development Mission / NSDC / competent authority showing minimum 200 candidates trained, certified and 50% placed in the last three financial years.
- Non-blacklisting affidavit confirming that the applicant has not been blacklisted by any Government Department, agency, NSDC or SSC.
- Centre readiness certificate with ownership proof, rent agreement or lease agreement.
- List of ToT/SSC-certified trainers with qualification and experience details as per proposed job roles.
- GPS-enabled photographs of infrastructure, equipment, labs and classroom facilities as per QP/NOS requirements.
- PAN, GST registration and other statutory compliance documents.
- Industry tie-ups or MoUs for On-the-Job Training and placements.
- Undertaking for timely commencement of training and achievement of targets.
Technical Evaluation Criteria
Technical evaluation will be conducted for eligible applicants. The total technical evaluation score is 100 marks, and a minimum of 70 marks is required to qualify for empanelment/shortlisting/next stage.

Technically qualified applicants may be called for a PowerPoint presentation before the competent authority. The presentation will assess understanding of the assignment, implementation approach, placement strategy, district and sector alignment, risk and compliance management, and presentation clarity.
Financial Criteria
Applicants must submit CA-certified audited financial details for the last three financial years: FY 2023-24, FY 2024-25 and FY 2025-26. Positive net worth for the same period is required.

Tender Fee, EMD and Performance Security
No tender fee or EMD amount has been specified in the EOI document. However, empanelment under this EOI does not require submission of Performance Bank Guarantee at the EOI stage.
After issuance of a Work Order, the selected PIA must submit a Performance Bank Guarantee (PBG) equivalent to 3% of the value of the allocated training targets/work order. The PBG must be furnished within 10 days of issuance of the Work Order and before commencement of training. The PBG must remain valid for 60 days beyond completion of all obligations, including placement tracking.

Submission Guidelines
Applicants must first submit online applications through the UKSDS portal/website. Applications received during FY 2026-27 will be processed and evaluated on a monthly basis. Each month’s applications will be treated as an independent evaluation cycle.
Only applicants who qualify during pre-qualification scrutiny will be considered for technical evaluation. The list of applicants eligible for technical evaluation will be published on the UKSDS portal from time to time.
Only applicants declared qualified for technical evaluation will be allowed to submit hard copies of their complete proposal to the UKSDS office during official working hours from 10:00 AM to 05:00 PM on working days, excluding Sundays and Government holidays.
Hard-copy proposals must be submitted in a sealed envelope superscribed as:
“Empanelment of Project Implementing Agencies (PIAs) for FY 2026-27 under the Employment Linked Skill Training Programme (ELSTP)”
Proposals submitted by telex, telegraph, fax, email or any electronic mode other than the prescribed process will not be accepted.
