Scope of Work

HITES, on behalf of the Ministry of Health and Family Welfare, invites bids for the supply and installation of one advanced virtual reality-based Laparoscopy Training System for surgical training. The system must support basic laparoscopic skills, suturing and knot tying, full procedural simulations, realistic haptic feedback, performance assessment, training analytics, and instructor-led learning. Required procedural modules include laparoscopic cholecystectomy, appendectomy, gynaecological procedures, and hernia-related procedures. The scope also covers installation, onsite training, instruments, software licences, manuals, and training materials.

 Eligibility and Professional Qualification

Bidders must meet the tender's technical and eligibility requirements and demonstrate compliance with the prescribed specifications. The GeM bid specifies at least three years of relevant experience and past performance involving similar products supplied to a Central/State Government organisation or PSU. The bidder or OEM must demonstrate supply of similar-category products equivalent to 40% of the bid quantity in at least one of the preceding three financial years.

The minimum average annual turnover is ₹48 lakh for the last three financial years. Eligible MSEs and DPIIT-registered startups may claim applicable relaxations in experience and turnover, subject to documentary proof and compliance with technical and quality requirements. No specific minimum net-worth requirement is identified in the reviewed bid documents.

Financial Requirements

The Earnest Money Deposit (EMD) is ₹3,20,000. The bid document permits eligible bidders to claim EMD exemption under applicable GeM provisions, subject to valid supporting documents. No separate tender fee is specified in the reviewed documents. The estimated value is ₹1,60,00,000.

Submission Guidelines

Bids must be submitted online through the Government e-Marketplace (GeM) portal using the prescribed two-packet bidding process. The technical bid must include eligibility documents, technical compliance, OEM authorisation where applicable, financial statements, experience and performance evidence, PAN/GST, and declarations. The financial bid must be uploaded in the prescribed format. The original EMD must reach the designated HITES tender box by the submission deadline unless an applicable exemption is accepted.
