Scope of Work

The selected institute must provide interactive coaching covering the complete prescribed syllabus, study materials, test series, recorded lectures, digital notes, online practice tests and student performance monitoring. A functional Learning Management System (LMS) and mobile application are required. Student queries must be addressed within 24 hours, and attendance and assessment reports must be submitted periodically.

Professional Qualification and Eligibility Criteria

1. The coaching institute must be legally registered under an eligible Indian business or institutional structure.
2. Minimum 3 years of experience in NEET coaching in Maharashtra, counted from the date of registration.
3. Minimum 3,000 sq. ft. carpet area and at least two equipped audiovisual classrooms/studios.
4. CCTV surveillance, recording cameras and digital boards must be available.
5. The institute must demonstrate relevant student admission outcomes and provide qualified faculty details.
6. A functional institute website, mobile application and LMS are mandatory.
7. Consortium, joint venture, franchise and subcontracting bids are not permitted.

Financial Criteria

Minimum average annual turnover must be ₹50 lakh from NEET coaching fees only, supported by audited financial statements, a CA certificate and relevant Income Tax Returns. A bank solvency certificate of ₹50 lakh is also required. Net worth criteria are not separately specified.

Tender Fee and EMD

The EMD is ₹47,500, payable online or through a Demand Draft in favour of A.O. ITDP Jawhar, payable at Jawhar. Upload the payment proof with the technical bid and submit the original Demand Draft to the office by the deadline, where applicable. EMD exemption is subject to applicable GeM rules and valid supporting documents. No separate tender fee is specified.

Submission Guidelines

Submit the bid online through GeM using the prescribed two-envelope system: Technical Bid and Commercial Bid. Upload signed or digitally signed, non-password-protected PDF documents in the prescribed formats. Physical submission of the original Demand Draft is required where applicable. Incomplete, conditional or incorrectly formatted bids may be rejected.
